1st increment who joined in Dec 2014

A friend of mine joined as a lab-attendant in a H.S. School on 03-Dec-2014.
Some opines that he might get an increment on 01-July-2015 (at the 7th month of service).
A few others says that he should get the 1st annual increment on 1-Dec-2015 (completing one calender year) & the 2nd increment on 01-July-2016. Please suggest the correct one.He/She will get increment on 01-07-2015 and next one on 01-07-2016……
