Shall I be eligible for getting HRA, if I have to vacate my ear marked quarter for internal and external repair & renovation work for 3 months stay outside with my family? Kindly provide the exact Rule or G.O no.?

PLEASE PLEASE PLEASE RESPECTED SIR/MADAM (S) HELP ME…
G.O No 955-SE(Law) ,Dt-27/07/2011 , If available please let me know the contents about permissibility of HRA for working spouse when they are separated by more than 2000 km (kolkata-pune).
no one is helping us rather harassing my wife who is working in a Jr. High school in West Bengal and I am working in Pune, Maharashtra in a Central Govt. unit (Min of Defence).
KINDLY HELP TO FIND A SOLUTION.
