Dear sir,
I am only one panelled scheduled cast Diploma Engineer( as per my gradation list), serving in Howrah Improvement Trust for 24 years (22 years as Sub Assistant Engineer + 2 years as Assistant engineer).At present there are 5 resultant vacancies in the post of executive engineer in my office and my position in the gradation list is in 6th place .As per G.O. No. 8555-F , Dt.-18.9.1985 , page 173 , para-(iv)-It is stated that ‘ Diploma Engineers shall also be eligible for promotion to executive engineers and to higher posts when their turn for promotion comes; ‘ But my office( Howrah Improvement Trust ) is telling for 6 years which is the qualifying period for promotion to the post of executive engineer from diploma Assistant Engineer. Which one promotion policy among G.O. No.-8555-F and my office promotion policy should be applicable for the promotion from diploma Assistant Engineer to the post of Executive Engineer ? Will I be eligible for the promotion from diploma Assistant Engineer to the post of Executive Engineer immediately ? Please elaborate on your reply with G.O.

As per PWD Code Rule 17:

Recruitment and promotion in a govt. deptt. are regulated by the Recruitment Rules (RR) in force in that deptt.. Such rules are also approved by the govt. and may differ from general govt. rules in some aspects. These RRs are department-specific, and binding upon all the employees of that particular deptt. As per RR of Howrah Improvement Trust there is no promotion policy for diploma engineers to the post of Executive Engr., and it is binding upon all the Asst. Engineers of that organisation. Therefore, G.O. No. 8555-F , Dt.-18.9.1985 has no manner of application in your deptt. as long as promotion in Howrah Improvement Trust is regulated by separate RR approved by the govt..
