You can do b.ed from NSOU. This b.ed course is on special education. For this NO teaching experience is required.
you can do b.ed from IGNOU and B.U. Minimum 2 years teaching experience is required…

To get admission at NSOU . You need not take any permission( NSOU would not seek for it). For the other university their some formality to show your experience. However it always advisable to take permission though the authority may not give you permission. But that will not be much, problem I believe.

First, the course of B.Ed. in NSOU is for those who are specialized in any one of the following
Mental Retardation (M.R.) / Hearing Impairment (H.I.)/ Visually Impairment (V.I).
Secondly, if you complete B.Ed. without permission from the authority during your service period, you might not be able to claim service continuation in any point of time in future. So consider carefully before you go for it.

If any primary school teacher not take permission for ODL B.ed and complete it and qualified in SSC and joined as an assistant teacher will he/she face any probleme? If he not interested in service continuation is there any problem for him/her

First of all, the services you have referred to are conducted by two different recommending authorities. Even, their mode of operation is different. If you complete B.Ed. by any means with due permission or not, you are not going to have the continuation of service as an assistant teacher in a high school. Although your date of retirement will remain the same, you will have a new date of joining in service.
