I don’t know whether you got the permission from the concerned D.I/S(S.E) to pursue the course from IGNOU. If not then you must be in trouble regarding increment. Moreover you may be penalized in such a way so that you B.Ed degree becomes irrelevant for your present service. If you got the permission then it’s all right. The study leave mentioned here, must be sanctioned by the W.B.B.S.E. School authority must forward your leave prayer through proper channel. One thing is clear, Study leave may be sanctioned even you had not been seek the permission from the D.I/S(SE) to pursue the course. General transfer may not be hampered in such a case.
B.ed being a desirable qualification and essential as well , here m.c. permission will do needfull completion of b.ed course doesn’t involve enhancement of salary scale
