Can a vendor ask for advance payment against submission of 100% BG ?

Can a vendor ask for advance payment against submission of 100% BG ? Is there any Government Order which specifies that whether an advance payment can be made to a Vendor in lieu of Bank Guarantee ?

In normal practice, any type of advance payment is prohibited as stated in WBFR – I
