Dear Friend
Our 2nd boss, who will be completing his 8 years of service in his present post, so how the CAS for 8 years be calculated, kindly elaborate,
detail information about his pay and scale are furnished below:
1) He had joined as R.O. (designation, not a Gazetted Range) on 03.05.1986
2) he has got 16 years of benefit as R.O. on 03.05.2002 his scale fixed in Scale 12 i.e. 4800 – 10,925
3) then he appointed as A.D.F.O, [W.B.F.S. (Gazetted)] officer on 19.10.2004 in scale 8000 – 13500/- and pay was fixed as Rs. 8,550/-
4) He will be completing his 8 years of service in the present post i.e. A.D.F.O. on 18.10.2012
5) His present pay is in PB-4 Scale – Rs. 9,000 – 40,500
Basic Rs. 21,470 + G.P. = Rs. 5,400/–
NOW PLEASE LET ME KNOW HOW HIS CAS FOR 8 YEARS WILL BE FIXED PLZ PLZ PLZ LET ME KNOW and A format of OFFICE ORDER may kindly be post.

Friend, Please read the relevant G.O. carefully.As per G.O. No. 3015-F dated 13.03.2001, Rule 2 (iii),
A Govt. employee who has got promotion to a post in the first higher scale within eight years of service will have to complete total service of sixteen years before he gets advancement to the second higher scale with reference to the feeder post, provided he does not get any further functional / non-functional promotion in the mean time. He will get advancement to the third higher scale with reference to the feeder post on completion of total service of 25 years without any further promotion /appointment to higher scale of pay.
As he has already got 16 years benefit and there after promoted to higher post, he will not get any further benefit of the C.A.S.

I am serving in WBP, in this department a Direct Sub Inspector used to get promotion after waiting a period of at least 15-20 years, within that period they used to get all the relevant CAS according to their eligibility. After getting promotion to post of Inspector they again have to wait another 15-18 years. In both the promotions they have to clear all the requisite fulfillment of service conditions. Ab Inspector, after getting promotion to the rank of DySP under WBPS never be treated as a newly recruited employee. So as a departmental candidate he may not get any further CAS benefits. Feeder post: The lower post with respect to which an employee is promoted to the higher post (called Promotional post).
In the case referred by you, the post of R.O. is the feeder post while A.D.F.O. is the promotional post.
Functional basis: Original functioning of the duties & responsibilities associated with the post concerned.
Non-functional basis : When only the pay scale associated with the functional post (promotional post) is granted to the employee without normal promotion to that post. For example, because of nonavailability of vacancy in the promotional posts an employee working in the lower post (feeder post) is granted scale of the promotional post on completion of prescribed time period under CAS but, is not originally promoted to that post. This is the case of non-functional upgradation of the employee as he now gets pay of the higher post (promotional post) but, works in the feeder post with duties and responsibilities lower than those of promotional post without change of his designation. In other words, in such cases of non-functional upgradation the employee only gets higher salary but, does not get duties & responsibilities and power/status of the promotional post. If in the non-functional upgradation, the employee is required to assume duties & responsibilities of the promotional post without change of his designation of the lower post, the promotional post is treated as “duty post” to him as he is performing the duty attached to the post without being actually promoted to the post.September 24, 2012 at 5:17 am #74386AnonymousInactiveDear Mr. donyi_polo, sorry as i don’t know your name,

Dada, som da and 10moy da have given their valuable inputs regarding — whether he is entitled to get CAS of 8 years benefit or not, So, what your view in this regards, whether he will get the CAS of 8 years or not?

I agree with the conclusion drawn by som that the R.O. of your office, on his promotion to the post of A.D.F.O. in year 2004, shall not be eligible to get the third CAS benefit on completion of 25 years of regular service because he has already got two financial upgradations successively on 8 years and 16 years under CAS in the post of R.O.
Since, before maturation of his 25 years of regular service he “has got benefit of only one promotion” to the post of ADFO which carries a pay “scale similar to or above the third higher scale before twenty five years of service”, the third CAS benefit is not extended to him in terms of the Para 2 (v) under FD Memo No. 3015-F dated 13.03.2001 on CAS, which specifies that:
“When a Govt. employee has got benefit of only one promotion or advancement to a scale similar to or above the third higher scale before twenty five years of service will not get any further advancement under the scheme except fixation benefit u/r. 42 (1) of WBSR. Pt.I on completion of 25 years of service. If the promotion or advancement to higher scale mentioned in this clause takes place before 16 years of service, he will get two fixation benefits the first on completion of 16 years and the second on completion of 25 years total service.”
It is further clarified in para 3 in the FD Memo No. 9775-F dated 19.10.2001 that the reply is negative if “An employee holding Scale No. 1 to 12 after getting 1 st higher scale and 2nd higher scale under C.A.S., 1990 or C.A.S., 2001 as the case may be gets promotion to a post the pay scale of which is third higher scale or above before completion of 25 years of service. The question is whether the said employee is entitled to get fixation benefit under rule 42A(1) of W.B.S. R.-l on completion of 25 years of service in terms of para 2 (vii) of Finance Deptt. No. 3015-F dt. 13.3.01.”
But, I contradict to som on the application of the relevant rule of the G.O. dated 13.03.2001. In this particular case, item (v) under Para 2 of Memo (G.O.) dated 13.03.2001 is appropriately applicable and, not the item (iii) under Para 2 which deals with the case where normal promotion takes place before 8 years i.e. before grant of 1st CAS benefit.

I went through some old service books in my office and seen that there were two increments allowed to an employee in the same scale on completion of 25 years of service mentioning that Rule. Whereas he was moved to next higher scale on completion of 16 years service. It will be much helpful to me if you kindly make it clear with examples. Thanks in advance.
