Sorry, I could not get you earlier that it was a case of direct recruitment to the post of ADFO.
If it’s a direct recruitment to the post of ADFO through open competitive exam. and appointment is with continuity of service benefits I think he is eligible to get CAS benefit on completion of 8 years of regular and satisfactory service counted from the date of appointment to the post of ADFO. Benefits under CAS is related to the nonavailability of promotion in time. In the instant case, ADFO is not a promotional post. Situation may be comparable with the appointment to the post of Headmaster in a Secondary/ Higher Secondary school with higher GP 5400 in PB-4. An Asst. Teacher (with GP 4800 in PB-4), on appointment to the post of HM on direct recruitment basis (SSC selection) after at least 10 years of service, gets 2nd CAS benefit on completion of 20 years of service after availing of 1st CAS benefit on completion of 10 years of service as Asst. Teacher.
