Clarification regarding stopped increments of LDA/LDC due to not passing type t

I need some information regarding stopped increment/s of LDA/LDC working in various establishments under Govt. of West Bengal with G.O. (if available).

As per notification No. 9145-F(P) Dated: 09/11/2012, read with G.O. No. 6712-F(P2) Dated: 06/11/2017 Wheather those stopped increment/s of newly recruited LDA/LDCs are admissible actually w.e.f. from the date of passing such examination? Or it will be absolutely omitted and can not be drawn further?
