can any primary teacher get commuted leave on medical ground for 08 days after completion of one year of service?

As because the teacher is not confirmed before 02 yrs. His commutative leave is earned is 15 days as for that he /she can enjoy 07 days full pay leave [ either on personal or on medical ground ] in a year.
