It appears that the nature of the leave is commuted Half Pay Leave on medical ground. The person is required to sanction the commuted leave from 12th Jan to 20th Jan on the basis of the certificate issued by the RMO (Registered Medical Practitioner) etc. If the doctor declared him fit w.e.f 21st Jan then 21st Jan wouldn’t be counted within leave.
Then it is less complicated…. she is required to sanction the EARNED leave from 12th Jan to 20th Jan. It is perfectly okay under the leave regulations to enjoy the leave up to 20th and join on 22nd on account of having a holiday/Sunday on 21st.
If she wants to commute the Half Pay Leave then I am afraid that Half Pay Leave may be commuted without production of medical certificate only in certain prescribed grounds and an employee may enjoy commuted half pay leave for 180 days in his/her entire service life in such cases other than on medical grounds.
