when a State Govt. of W.B. Employee will be confirm in his service?

November 9, 2012 at 1:23 pm #72240AnonymousInactiveAs per West Bengal Services (Appointment, Probation and Confirmation) Rules, 1979 vide G.O. No. 6060-F dated 25.06.1979, an employee Shall be deemed to be on probation on completion of continuous temporary service for two years after his initial appointment in a post of service or cadre and Shall be confirmed and made permanent on satisfactory completion of the period of probation.
As per G.O. No. 5225-F dated 17.05.1995, confirmation will be made only once in the services of Government employee which will be in the entry post / service / cadre provided further confirmation shall be necessary when there is fresh entry subsequently in any other post / service / cadre by way of direct recruitment or otherwise.November 9, 2012 at 2:18 pm #75200AnonymousInactiveI would like to elaborate that normally, a Government Employee is confirmed in his officiating post after completion of three (3) years of service in that post, of which the first two (2) years are period of temporary service and next one (1) year is probation period (if not specified otherwise in cadre rules). G.O. No. 6060-F dated 25.06.1979 states the following –
“5. Appointment on probation and appointment on permanent basis.
1) A Govt. employee:
a) Shall be deemed to be on probation on completion of continuous temporary service for two years after his initial appointment in a post of service or cadre;
b) Shall be confirmed and made permanent on satisfactory completion of the period of probation. Where passing of any departmental examination is essential before confirmation the provisions of Chapter – I of the services (Training and Examination) Rules, West Bengal, shall have to be compiled with.
2) Except as otherwise provided elsewhere in these rules, the period of probation shall be one year.
3) No formal declaration shall be necessary in respect of appointment on probation.
4) On completion of the period of probation, the appointing authority shall either issue formal declaration making the probationer permanent or take such action as may be considered necessary in terms of the provisions of Part – A of Chapter – I of the services of (Training and Examination) Rules, West Bengal, within six months from the date of completion of the period of probation or of the extended period of probation, if any and the appointing authority shall ensure that confirmation on satisfactory completion of the period of probation is not delayed in any case.“

It takes 3 yrs for confirmation in State Govt. services in contrast to 2 yrs in the Central Govt. services in normal situation. Unlike State Govt. services the period of probation and the period of temporary service togetherly constitute 2 yrs in C.G. services. No separate phase!
