Friends, one of my friends who had been serving for two years as a primary teacher has unfortunately died in an accident. He has his parents, a brother and a sister. His brother is a college student.
His family is not much aware of the scheme. So, if you kindly suggest how they may proceed so that the family survive will be of much use. is there any chance that his brother get any job on compensation ground?
And of course let us pray for his soul and let us pray for the persons of his family.

Actually, the matter of appointment on compassionate ground is governed mainly by Labour Department’s orders no. 30-Emp and 114-Emp. Although they are meant for State Govt. employees only. In recent past matching order for university employees has been issued, matching order for college employees are under process. I dont know about school employees. 1. There is a bar on minimum service length.
2. Brother is not a family member.

The school education dept is still following the West Bengal Primary School Teachers Recruitment Rules, 2002 (Notification NO. 57-SE(Pry)/10R-1/91 dated 15.01.2002) in this respect. According to the said rule widow / widower / son / unmarried or divorced daughter may be appointed on compassionate ground. As nemo said brother or sister is not member of ones family. But here i would like to add something, brother or sister may get appointment on compassionate ground in relaxation of normal rules after getting concerned assent from Finance Department (Chance is 50-50 i think). For this the mother should have been solely dependent on the deceased person (i mean father or mother should not have any official income). In this situation brother or sister may get the job on the plea that he/she will arrange for the bread and butter for his / her mother. Two more points i think will be relevant to mention here 1) application should made at the earliest (must not exceed 6 months from the date of expiry of the employee) 2)candidate must be 18 years of age.
I got these information directly from school education dept. Hope this will help you.
N.B. – i think the said notification is available on internet. Please do not hesitate to ask for it if you need it.

His service length was just over 2 years. He was unmarried. His brother is a college student and have crossed 18 years but yet to enroll in the voters’ list. His sister is not of 18 years old. His parents have no official income and depended mainly on his income. he was brought up at his maternal uncle’s house and his uncle house became his permanent address.

Please mention how much and what kind of economical benefit may his family members including his parents, brother, sister get.
He was also acting as a BLO and was coming to the village on this purpose also. May his family members including his parents, brother, sister get any benefit/job for his brother from election commission.

My conception was appointment on compassionate ground arises only for permanent employees dies in harness. Now the misconception is removed. Thank you.

I will suggest you to ask your friend’s family for applying for appointment on compassionate ground, at the earliest. The matter will be referred to school education dept through Directorate of School Education. This is a time killing process. I think the appointment of his brother could be the best relief for the family. Please let me know if they apply. I dont know much about election commission’s rules, I’ll try to talk to them. -
