Death Case(Pension)-PVR missing in Service Book

Dear Friends,
How is the Pension papers of a deceased employee to be commenced when his/her PVR is missing from Service Book? What are the liabilities that it is going to be rejected by AG Bengal? Please help with ur opinions .
