In this regard please refer GOI, Min of Def ltr no.0515/Gen/Emp-3 dt 02 Jul 12, addressed to School Education Department (Pry Branch). Auth. of Certificates issued to EXSM, who have rendered 15 yrs of Service and having passed some requisite Exam and considered Equivalent to Graduate vide GOI, Min of Pers, ltr No. OM/15012/8/82/(Est(D) dt 12 Feb 86. Please Issue instruction to all DPSCs, S.Is and D.Is. February 10, 2013 at 9:12 pm #52305AnonymousInactiveDear Sir,
As per “National Employment Service Manual-Vol-II” Sl No-8 of APPENDIX 1(8) at Page-99, clearly says I.A.F Educational Test(for promotion to the rank of Corporal)is Recognised as equivalent to “Higher Secondary Examination of a Recognised Board or Pre University Examination”. But the sad part is that it is “Only for those airmen who are Matriculates and have passed the LAC Reclassification Test and the IAF Educational Test under SchemeāA’ (Non- Matriculate airmen qualifying IAF Educational Test for promotion to the rank of Corporal will not be eligible for the award of Certificate equating with Higher Secondary /PUC Examination)”. Though the Graduation part in that recent order for ‘up-gradation of Qualification’ does makes a sense! Ex Servicemen of KPSC(i.e Kolkata Primary School Council) are given a waiver in this regard. But, I feel, councils are not appropriate authorities for issuing such waiver. They will have to take clearance from NCTE, which (i.e. that clearance) invariably has to be an order.
