Headmaster/Headmistress is appointed by the recommendation of Central School Service Commission, who selects eligible candidate through a written test and viva-voci. But the Teacher-in-charge is selected and directly appointed by the M.C./ Administrator / Ad-hoc -committee.
There is neither qualification bar nor experience bar. The committee is empowered to choose the Right and Competent person for the parallel chair of the Head of the institution.
An approved TIC ( by the D.I.of School’s) will get Rs. 75/- for High School and Rs. 100/- for Higher Secondary School as allowance. But when the H.M. will join, then the post T.I.C.is deleted and T.I.C.will not enjoy such allowance no more. ……. thank you.

In the rules of ‘ reconstitution of the managing committee’ WBBSE- there is a term used ” Head of the Institution”… Who is this person? In explanation of this term you will find that the ” Head of the Institution” means the head/leader of the teachers. And who is he/she ? He/She is the Headmaster or Headmistress or Teacher-in-charge (Bharprapta sikshak). According to the rule the word -“Principal”, ” Rector”etc. is not considerable. Thank you.
