when will the pensioners, who got retired on 2008 or before, will get the retirement benefit according to ROPA of 5th pay commission?

as pre order no4656-F (MED) i can not find any portal of WBHS-2008. so how can I enroled as online for registered for cassless purpose.please give me details.
