I have came to learn that many of our newly appointed teacher friends are in dilemma whether they will get the PG scale of pay after completing the Masters in their concerned subjects (Hons. Graduate in PG posts). Even, some of them of are being deprived of permission either by the school authority, or by the D.I. (SE) for higher studies. For them I am separately posting three different G.O.s which will dispel all confusion. Now, no in-service teacher requires the permission of higher authority for higher studies and if anybody is appointed as Hons. Graduate in PG post, he/she will be able to get the PG scale of pay after the completion of Masters in the concerned subject.

Here I would like say something regarding your above post.
1) The teachers appointed in Hons. Scale, but had already acquired the Masters Degree or had completed the final examination of PG in the relevant subject prior to his/her appointment, are entitled to get PG scale w.e.f. the date of his/her joining. There is no confusion about that.
2) But how can you say that ” no in-service teacher requires the permission of higher authority for higher studies and if anybody is appointed as Hons. Graduate in PG post, he/she will be able to get the PG scale of pay after the completion of Masters in the concerned subject.”
Here arises the Question Mark…..
A teacher who has been appointed in Hons. Scale and wants to complete his/her Masters Degree needs the permission of higher authority. Without this permission, none would be allowed to enhance his/her qualification. Even if one does without intimating higher authority, he/she will not be allowed to draw higher pay scale.
This is true that Order No. 438-SE/S/5P-19/09 Date: 19.05.2014 has been cancelled vide Order No. 566-SE/S/5P-19/09 Date: 08.07.2014. But the later clearly says, “A revised order will be issued subsequently.”
So you will have to wait till this substitute to conclude your above post. Even Order No. 1595-SE(S), dt. 26.12.2005 also says of the prior permission of the higher authority.
Till then all such matters will be decided as per THE WEST BENGAL SCHOOLS (CONTROL OF EXPENDITURE) ACT, 2005July 19, 2015 at 1:56 pm #80787AnonymousInactive@gpgarain The unwanted error is accepted. Actually I should have added the clause as you have referred to in No. 1. But you know, despite the various G.O.s and Circulars higher authorities are not permitting the willing teachers to enhance their educational qualification. While there exist some UGC affiliated distance courses which have actually been modified keeping the in-service teachers in mind. And if a case actually arises where the authorities do not allow, won’t that teacher pursue higher studies? If that happens, that will also contradict the RTE Act 2009 and its succeeding amendments. And, that is why, I think, the 438-SE order was withdrawn. Yet, I accept the mistake.
July 19, 2015 at 2:10 pm #80788AnonymousInactiveAs I mentioned in sl no.1 of my post, i.e., who has acquired PG prior to appointment, I don’t think any teacher has faced any complications to have PG scale.
Bus t as for enhancement of qualification after appointment, I think Hons. Graduates should be allow to acquire Post Graduation, if already appointed in Hons. Scale.
Hope a Revised Order will be issued soon considering this point. But I don’t think an incumbent will be allowed to go for higher study without Prior Permission. Anyway, let such order be issued as early as possible and let the process of acquiring Prior Permission be smooth.July 19, 2015 at 3:09 pm #80791AnonymousInactive@gpgarain Garain Da, Let all the deserving incumbents be allowed to avail of the higher pay. But thanks again for drawing my attention to the error.
July 19, 2015 at 3:28 pm #80795AnonymousInactiveAs an intimation, I want to add – in DI of South 24 Pgs. allowed PG scale who joined as Hons Graduate and had passed Part-I of PG, or completed PG but result had not yet been published before joined the service, only their cases.

July 27, 2015 at 12:01 pm #80841AnonymousInactiveI am an Hons. graduate teacher. Now I want to study Masters through distance mode. I gave application to the Managing committee of my school seeking permission for study. The president of M.C. told me to take admission to M.Sc and later they will give me permission. Now, if I take admission to M.Sc ,later will any problem of getting higher scale arise after completion of M.Sc ? The date of admission is getting to end. Now, what to do, please suggest.
July 27, 2015 at 12:15 pm #80842AnonymousInactiveAs for now, if you do Masters without the permission of the DI/s, you will surely face difficulty in getting Higher Pay Scale. Even if you get Higher Pay Scale after completion of your Masters somehow, you may face difficulty in future.
