Is it Mandatory to Pay Quarterly to TAN A/c ?

I am asst. Teacher of Jr. High school. We have to pay a quarterly amount to IT dept. For TAN. But I do not know why to pay? Our lawyer ask to pay this amount for TAN. Is it mandatory to pay for TAN of our school? Our IT is deducted by D.I of school.
