Why do always find “grounds” for any leave!
Why dont we find the “grounds” for providing more service to nation? Is it possible to avail any kind of leave without any ground?
supporting you, I just come to say that, we bound to take medical leave when we’ll get marry or like that…
So, “Ground” is a base of any “Leave”…Friends,
Pls be informed of the SPIRIT of sanction of leave. This may help get answers of many leave-related questions or remove doubts:
“The Government have had under consideration the recommendations made by the Second Pay Commission that the Heads of Departments, Offices, etc. should plan their work in such a way as to permit Government servants to take a certain amount of leave annually and a longer period after some years or according to any special necessity.
Leave cannot be claimed as of right. When the exigencies of the public service so require, discretion to refuse or revoke leave of any description is reserved to the authority empowered to grant it. These provisions have been made in the rules because it is not always possible to let all who want leave at a particular time to have it at that time and there is a limit beyond which depletion of staff cannot be permitted without dislocating the working of an establishment. These provisions are not intended to be used as in effect to abridge the leave entitlement of the staff. Indeed it is desirable in the interest of efficiency of public service that Government servants take leave at suitable intervals and return to work keen and refreshed.
The leave sanctioning authority may, therefore, encourage Government servants to take leave regularly, preferably annually. In cases where all applications for leave cannot, in the interest pf public service, be granted at the same time, the leave sanctioning authority should draw up phased programme for the grant of leave to the applicants by turns with due regard to the principles enunciated.”
(Ref.: Govt. of India, Ministry of Home Affairs, Office Memorandum No. 6/51/60-Ests.(A) dated the 25th January, 1961 and reiterrated vide Govt. of India, Deptt. of Pers. & Trng., O.M. No. 14028/3/2000-Estt.(L) dated the 27th March,2001).
So, leave is granted to sustain enthusiasm & efficiency of an employee so that he can make whole-hearted effort in public service.November 18, 2012 at 2:34 pm #75399AnonymousInactiveI agree, all systems, relations are working through “Give and take policy”, but I Strongly believe that, ‘those who works, they must work’. The bad thing is, A PERSON WILL GO TO HIS/HER MARRIAGE (or like that) IN ILLNESS (theoretically) CONDITION. This procedure should be changed.

This is PROBABLY because that the aided schools are treated as “vacation department” for which leave rules are different! There is no provision of Earned Leaves for teachers of aided schools. This is the system. On the other hand, pls think of those offices where there is no vacation periods for enjoyment. However, a teacher may take CLs for marriage if it is not barred by the condition that total period of absence including holiday and Sunday should not exceed 7 days.
Now, my question is whether the Teachers’ Associations have ever taken up this issue with the State Govt.! If so, what’s the resolution/outcome?

I have wrote in my last post “A PERSON …” not “A TEACHER …” this problem is not sectional, my complain not to a section but to a such system, which teaches us to write lie. To manage a false medical certificate. Either somebody’s father have to wait for his death up to his son’s/daughter’s long vacation nor somebody have to completed such jobs with in 7 C.Ls if he want to write a truth! What a system and the system makers.November 19, 2012 at 12:38 pm #75414AnonymousInactiveDear Ram Prasadbabu,
I fully agree with you. But, there will be no mistake if I consider the term ‘A Person’ for ‘A teacher’. This is the common problem and practice of the teachers who avail of medical leaves for marriage! What can one do if he is the victim of the system!
With regards.November 20, 2012 at 12:56 pm #75434AnonymousInactivethis is a common problem of the teachers of wb. if the so called running organizations do not think of our problem, we have to try for it. i opine to open a new organization truly for teachers .we may inaugurate a new initiative for greater purpose.
November 21, 2012 at 4:06 am #75489AnonymousInactiveI like your idea Mr. Rabi. A true organization or community is needful to rectify the system error and I belive wbXpress community will come forward one day. I am too much optimistic .in this regard.
