The query made by nupur13 on the number of occasions for grant of lien is praiseworthy. Grant of lien to school teachers is related to the sanction of Extraordinary Leave (EOL). As per provision of rule 13 (2) of the Education Dept. Notification No. 79-Edn. (s) Dated, Calcutta, the 28th Jan., â94 in relation to the grant of lien to the school teachers:
13. LIEN
(1)………..
(2) Such teacher or non-teaching employee seeking permission to serve in higher post in another recognised institution or college within West Bengal or to accept other service within West Bengal where teaching experience is essential, may be granted extraordinary leave, referred to in rule 12, without pay for a period, not exceeding two years, with permission to retain lien.

On the other hand, according to the Education Deptt. G.O. No. 1541-Edn (S) /21-2/77, dated 15.12.1977 provision for grant of EOL is as follows:
“7. Extraordinary leave
If for any unforeseen reason a teacher or a non-teaching employee of a school fails to attend his or her duties and if there is no other leave due at his or her credit he or she may be granted leave without pay at the discretion of the Managing Committee for a period not exceeding two years.”
Ref: Leave Rule of Secondary School Teaching / Non Teaching Staff
Since there is no restrictions on grant of EOL for more than once in the service life of a teacher, I think he/she may be granted lien with the sanction of EOL for more than once, if required.
