    Can anybody guide me what should be the way to calculate the annual increment of non govt. aided educational institutions employees if he/ she enjoys leave without pay may be it for a couple of days to a couple of months, as per ROPA 2009? please mention the respective G.O and if possible then please upload the order.

    Increment is granted on the date of resumption of duty on return from leave. There must be a six months’ qualifying period on 1st July for grant of annual increment.
    @Admin: Pls upload the relevant G.O.

    It will be very easy for other members to give you proper information, if you mention your actual duration of without pay leave by date. Because the date of next increment is depends upon the two span one between 1st July to 1st Jan and the other between 2nd Jan to 30th June.

    Increment will not be deferred if EOL is taken on Medical Ground.

    Increment will not be deferred if EOL is taken for less than 1 (one) month for any other reason.

    If EOL is taken for greater than 1 month, on other than medical ground, increment will be deferred and fixed as per clarification 4. of F.D. Memo No. 2728-F dated 07.04.2009.

    However, appropriate authority may condone such non-service peiod of EOL towards increment eligibility.

    It seems that compared to the provisions of the state govt. rules provisions of central govt. rules are rather rigid in the matter of effect of EOL on annual increment. In accordance with the Govt. of India, DOPT OM No. No.16/2/2009-Estt.(Pay I) dated the 2nd July 2010:
    “3. It is clarified that except as provided under the conditions laid down in this Departments OM dated 18.2.1986, qualifying service of less than six months on account of EOL (without medical certificate) between 1st July of the previous year till 30th June of the year under consideration shall have the effect of postponing the increment to 1st July of the next year. The same stipulation will also be applicable to those cases where the increment became due on 1.7.2006. In terms of this Department’s O.M. No. 13017/20/85-Estt. (L) dated 18.2.1986, EOL granted for the following purposes automatically counts as qualifying service for pension and for increments without any further sanctions:-
    i) EOL granted due to inability of a Government servant to join or rejoin duty on account of civil commotion.
    (ii) EOL granted to a Government servant for prosecuting higher technical and scientific studies.”

    If EOL is taken for greater than 1 month, on other than medical ground, increment will be deferred and fixed as per clarification 4. of F.D. Memo No. 2728-F dated 07.04.2009.

    Again, the defer of increment will be effective for one year only. from the 2nd year, the incumbent will draw regular increment in July, if no further EOL is taken to defer the 2nd increment.

    Stipulation for deferment of increment for EOL in accordance with the G.O. 3948 dtd 26.11.1999 does not stand now.
