i got entered in government service in the department of health and family welfare on 29 th Januray 2007. When ROPA 09 came into existence I lost one Increment as it was less than 6 months before July 2009. now I got promotion on 2012 January where again I am loosing one increment for this year. is there any order to save this recurrent loss.

I think, this promotion has been calculated after completion of 5 years continuous service. Your five years terminated on 28 th January’12 and you have promoted on 29 th January’12.
So you have already received your financial benefit of promotion. If you think you are running in loss than you could running your promotional duties up to 1st July’12 without fixation on 29th January’12 and on the 1st July you could take your promotional benefit after taking your normal increment .So you lost only 5 months of benefit. Now You may ask your superior/ department if the correction be made. This is the demerit of the new pay fixation rules. Central Govt. has already solved the problem by making revised provision for fixation of pay w.e.f. 01.01.2006 in respect of those employees who joined the service before 01.01.2006 and have the date of normal annual increment between 02.01.2006 and 30.06.2006. As far as I know their pay has been re-fixed w.e.f. 01.01.2006 and arrear released. You can anticipate that the same corrective measures be taken by the state govt. for its employees in near future! But, you shall not get benefit as you joined the service after 01.01.2006.…….. now I got promotion on 2012 January where again I am loosing one increment for this year
You shall not afford to lose increment if you suitably exercise the option for date of fixation according to the provisions of rules.
In case of promotion, you have the option for date of fixation of pay in promotional scale – either with effect from the date of promotion in January,2012 or w.e.f. 1st July, 2012. If your pay is fixed in new scale w.e.f. the date of promotion in January,2012 you will get normal annual increment on the 1st July,2013. But, if you opt for 1st July, 2012 as the date of fixation, then you will start getting new GP w.e.f. from the date of promotion in January,2012 and thereafter, pay will be fixed w.e.f. 1st July,2012 – first fixation for promotion, by grant of one notional increment with reference to previous pay drawn in lower post and, then that promotional pay will again be enhanced by granting normal annual increment.September 16, 2012 at 5:55 pm #74194AnonymousInactivePlease post your actual date of promotion. If its on 1st January,2012, then you should get both the promotional increment and higher grade pay on the same day. If its not on 1st January then you should exercise an option to get the promotional increment on 1st July, i.e. On the date of your next annual increment. By that way you should not loss any increment. The calculation made by your office may be wrong. Please provide the entire calculation made by your office so that we can check that.
