InactiveI joined on 30.04 08 as an Asstt Teacher in Hons Scale ( Pre revised Basic Rs5500). According to Ropa 09 my scale was fixed in the New scale ( Basic Rs 14930 ( B.P+GP)) and also my H.R.A was notionally fixed from Rs 825 to Rs 2240 though no cash benefit was given up to 31 st march 09 according to ropa. But now my scale Has been changed in M.Sc Scale with effect from 07.07.2008. ( Basic pay Rs 15960). and so on my admissible H.R.A. is Rs 2394 (15% of 15960) for the period of Aug 08 to march 09. My question is shall i get Rs 154/ month ( 2394 – 2240) in the period of Aug 08 to march 09 , and also Rs 123 ( for the period of 7.7.08 -31.07.08) as arrears ?
August 9, 2012 at 5:57 am #73592InactiveYou are entitled to get the arrears from 7.7.08 but the calculation should not be such. The calculation of H.R.A. from 7.7.08 upto March,2009 should be on the basis of the pre-revised scale but on the enhanced(P.G.) scale. You need to calculate the arrear of H.R.A. assuming that there is no effect of new Ropa availed upto March,2009 and your pay fixed on pre-revised condition on P.G. Scale. Is it clear to you?
August 9, 2012 at 6:51 am #73593InactiveSo according to you Som da, the difference will be Rs.75 / Month ( 15% of 6000 – 15% of 5500 ( Both pre revised basic ). In this way the the other pay ( like basic and DA) which is admissible will reduced. So I have to prepare 1 arrears bill only for H.R.A upto 31. march and another general arrears bill . Bcoz how is it possible to show different basic for the same time in a single bill? Is it so? and is there any Govt order regarding this type of arrears ?
August 9, 2012 at 8:47 am #73595InactiveBasic Pay and D.A. Should be on revised scale and others should be on pre-revised scale. You may have a look at the relivant portion regarding “payment of arrear pay and allowances” noted in Ropa,2009. The entire calculation can be made in a single calculation sheet as I do in my Office. The entire fact should be mentioned in the sanction order.

Som has talked about the correct & traditional method for computation of arrear which is arrived by summing up the difference in (pay + DA) drawn in pre-revised and revised scales for the period as specified by the govt. In case of ROPA 2009 arrear is allowed for the period 01.04.08 – 31.03.09. No arrear is allowed for revision of HRA. New HRA is admissible from 01.04.09 onward. But, you are only entitled to get arrear on HRA with reference to pre-revised Hons. & PG scales due to admissibility of M.Sc..I found nothing in the ROPA Rule No 12. “Payment of arrears” regarding the arrears of HRA. please some one convey me the order regarding admissibility of HRA as arrears in case of scale change
Pls note the last two lines of “Explanation” made under Rule 12 as well as first two lines of Rule 13 House Rent Allowances (see the attachment).

I joined as Asst.Teacher on 16.09.1996 in Hons.Scale……. On 01.01.2006 as per Ropa 09 my revised Basic was 18520…… My 10 years Service was completed on 15.09.2006…..l was allowed MA Scale on 05.02.2007……… I Was appointed as Headmaster of H.S.school on 19.12.2008…..What would be my exact Basic Pay now ?June 6, 2015 at 3:28 pm #80537InactivePay fixation of Prodip Saha may be followed:-
1) 01-01-06 = 18520/-
2) 01-07-06 = 19080/-
3) 16-09-06 = 19660/-(10 years benefit)
4) 01-07-07 = 19660+100(G.P.=4800-4700=100) x 3%=20360/-
5) 01-07-08 = 20970/-
6) 19-12-08 = 21600/- +800/- (being HM of an HS school; 1 increment 3% & G.P.=5600-4800=800) = 22400/-
7) 01-07-09 = 23080/-
8) 01-07-10 = 23780/-
9) 01-07-11 = 24500/-
10) 01-07-12 = 25240/-
11) 01-07-13 = 26000/-
12) 01-07-14 = 26780/-
13) 01-07-15 = 27590/- (present year)
14) 01-07-16 = 28420/-
15) 16-09-16 = 29280/- (20 years benefit)
16) 01-07-17 = 30160/-
