M.C can give permission for 2 teachers at a time for going B.Ed

HM told that staff pattern does not support to allow another one.They are even not permitted me to apply for b.ed. My sub is physics , one mathematics and also one pure pass available in our madhyamik school. Is that a valid cause to believe?

M.C can give permission for two teachers at a time for going B.Ed training.
