Sub: Problem arise due to participation of FCED course,3rd batch,2011
Sir,
I , Partha Kayal, Assistant Teacher – Mahirampur High School, P.O. – Mahirampur, Falta Block, 24Pgs (South), West Bengal working here since August, 2002. Just I have completed practical examination (13th and 14th December, 2011) of the âFoundation Course in Education of Children with Disabilitiesâ (henceforth FCED )w.r.t Memo no-SSM/S24Pgs/IED/669 dated: 12-09-11 of D.P.O., Sarva Siksha Mission; a program developed for teachers to impart basic understanding and competencies for dealing children with disabilities. As till now many children and adults with disabilities, are remaining out of the education system, the children with disabilities represent a special vulnerable section in Indian society. I have same experience in the community around my school.
I informed you earlier through letter dated 28-11-11 and 7-12-11 in connection of attending this course. The School authority concerned, deducted salary for 21 days in the month of November although they were well aware of the fact that I have attended this course not on my own. The School authority has also refused all letters regarding On Duty Certificate and Joining Report dated 5-12-11. So I fear, I will again lose wages in this month. In the month of December, as consequence of salary deduction I failed to submit EMI of my home loans and had to borrow money from school co-operative. I hope in this era of inflation you can imagine how salary cut effects a family.
âEducation is a human right. Education is essential for human emancipation and social development. It contributes to better health, higher productivity, greater income, human freedom, capability and esteemed living, increased participation in community life. Education is the single best development investment and a powerful instrument to develop an economically prosperous society.â These are the buzz words of Human Development Report of South 24 Pgs (http://www.wbplan.gov.in/HumanDev/DHDR/ … r%2005.pdf). So the fact is that I had primarily joined the course due to compliance of policy decisions, guidelines or instructions (policy of universalisation of elementary education and no rejection policy) aimed at mitigating hardships and ensuring welfare, development of children.
Here the irony is- the basic right of getting wages in return of work is violated here because I have attained the course and was punished for the same. I also lost my dignity which is equally humiliating. And in this complex situation Falta West CLRC could not recommend any name of teacher for the upcoming FCED program.
I have received a letter memo no: SSM/S.24Pgs/1053, dated 8-12-11 (enclosed herewith). I want to express my sincere thanks to all the authorities concerned in the above mentioned letter. I am looking forward for your necessary action in this matter and also know that I will not be denied justice.

Sad news. This kind of attitude is not at all expected from education department. Central Govt. is seriously concerned about ‘Children with Disabilities’ and accordingly took initiatives for the Foundation Course; a noble initiative I admit. State Govt., acting as an implementing agency also have the same feelings. But here we can see that the Head Master is not at all bothered with the training of special child. Its a shame on him.
Head Master can not deduct salary without Show Cause Notice. If the explanation is not satisfactory then only he can deduct salary. Leave without Pay is considered as a break in Service. Have the Head Master entered it into your Service Book?
Please let us know your present situation. I am very sorry to hear about the incident. You attended a training course for the interest of education (not personal) and in return you lose your salary which affected your family life. And yes I can imagine how salary cut effects a lower middle class family.

Sir,
I think School authority should reconsider about the matter. We should must be abide by all Departmental order. The teacher went there by the order of higher authority for the interest of our I. E. D. Children.
