Sir,
A person ”X” join to the post of LDC on 01.01.2016, whose rank according to merit list of service commission is 01, ”Y” another person joined to the same post on 30.04.2016 whose rank according to same list is 02 and another person ”Z” joined to the same post in same directorate on 04.10.2016 and according to merit list his/her rank is 03. the joining of ”Z”has been delayed due to PVR.
”S” an another person comes under compassionate ground joined to the same office on 01.05.2016 in the same LDC post.
After that gradation list of LDC has been published by the directorate, where candidates comes from service commission according to their merit (X,Y,Z) got senior position to S.
Now according to WBSR is it possible to break the service commission bloc in gradation list for promotion of S after completion of his/her probation period to service before Z.
