I am working as gram panchayat sahayak, scale of pay 5400-25200, gp: 2300,me and four other sahayaks applied for limited deptmntl.exam for promotion to the post of disaster management officer, conducted by wbpsc, all of us successfully passed the exam, and recommended by psc for promotion, but the concerned department, (disaster management) refused to give us appointment on the ground as they think that we are not govt. employees, and are not clerks. can any one help us by giving expert opinion over the matter.

Under section 4(1)(d)you can ask the administrative reasons for denying you the promotion.In a single petition you can ask the recruitment rules applicable in your appointment to the DMG and the information as to who had sent your candidature to PSC for their recommendation. If the recomendation had been sought by your department then there must be certain illegality. However, every case has its unique criteria and without knowing the recruitment rules it would not be fair to opine.

I have found that the Government employees do not pay so much respect to their parents as they do to their bosses. They are not so much afraid of God as much they are afraid of their superiors. This is where their moral goes down. If law is in your favour always give in writing come what may. They Government servant who are humble and submissive suffer most. Bold and desperate employees are seldom touched by their bosses with evil motives. Listen my friends, when ever you give something in writing about your grievenaces quoting the rules , a number of persons are called by the bosses from their departments and consulted with anexiety as to what has to be done and what reply should be given.Letters are drafted,corrected and redrafted. In some of the cases they consult their colleagues and superiors about their next course of action and the expected reaction by the aggrieved employee. But when you submit something humbly and orally they do not realise your difficulty and do not give credence to your voice,how much genuine it be.So I request all the readers to use their pen power if not in English then in Bengali which is our official language. They are lucky that they have got such a hepling website which can render any assistance or advice. Please do not behave like zombies. Your triumph is in winning and not in loosing. Sacrifice is an obselete word. By dying you can not win a war.To win you have to kill the others. We all are fighting a tough battle for our survival so let us fight jointly against the evil forces to win to leave peacefully. Fight with evil forces is a continuous process. It must continue to cleanse the system.You have to snatch your right instead of lamenting. If you are a woman write to Women Commission.If you are from minority community go to the Minority Commission and seek relief.Similarly Scheduled Castes and Schduled Tribes members can avail the benefit of the SC/ST Commission.
