After completing 26 years of service in Pass Graduate Scale, I thought to discuss the issue that was not clearly covered under any notification, as far my knowledge. Enlightenment on the subject will be helpful for me.
When the advertisement of first SSC was published, I was a student of 3rd Year Hons. Graduate under University of Calcutta. Then, students were awarded Graduate degrees after completing two years (Part-1) and after completing third year, they were awarded Honours degree (Part-2).
As a graduate, I applied 1st RLST, obviously in Pass Category without suppressing any qualification. In 1999, when I was recommended, I had already achieved my Honours degree. So, joining the school in Pass Category but having already Honours Degree.
In the 1st RLST, there was a single test with same question paper of Mathematics Pass & Hons. Category. The results published in Anandabazar Patrika also enlisted the roll numbers of successful candidates in written exam of Mathematics under the same head mixing Hons./PG and Pass Category candidates.
In 2003, I completed B.Ed. as a deputed candidate.
Later in 2004, I applied for M.Sc (Information Technology) in distance mode with permission from the Managing Committee and completed the degree in 2006.
Although not relevant, I was recommended by WBSSC as Headmaster in 2019 with the same qualification of M.Sc (IT). I finally decided not to join the post leaving my own school.
Now, my question is, is there any notification or order of getting Scale of Pay as per Qualifications addressing such scenario?
I was advised several times to file a case regarding the matter of claiming higher scale, but I never appealed.
It’s just a query, am I deprived in the view of the legal view?
Should I proceed to claim my benefit?
Is there any merit in this case?
