Hi, I am Souvik Presently working as Sahayak Of /gram Panchayat .I want to apply for the post of Executive Assistant.Should I take permission for applying to the post and submit application form separately or send my applcation for the post through proper Chanel.If I select for the post will my seniority as Sahayak count or not.Please any one guide me.

You have to apply for the post through Proper Channel. You may submit a separate advanced copy also. Your seniority will be lost in terms of pay. But the service period will be counted towards calculation of retirement benefits. PF will be transferred, No PVR, Medical is necessary, I think.
