Salary of Contractual Employee

I know there is an order for contractual employee whose engagement complete 3 years would get 5% increment. Although many of us overtake 3 years why Govt. doesn’t give us our increment? We are getting the same remuneration as before during over 2 years. Is that order now invalid?

This is a kind of administrative failure. Higher authority should act properly to implement the said order which is still valid.
