In terms of FD (Audit Branch) Memo No. 9008(P) dt 16.9.2011 Govt. tried to provide security to the casual labourers working for more than 10 years for appropriate emoluments and certain terminal benefits. But, there are various casual / daily rated labourers working for more than 25 yrs. but local Govt body are found to be unwilling to implement the said memo. What should be done by a poor daily rated worker who is engaged in a famous municipality ??
Disobey of Govt. order is a punishable offence. The poor labour may knock the door of law through legal aid. Our friend Adil may put more limelight in this regard.

In this connection I like to ask you all about the posting of the above stated GO in text form I repeat text form at this forum. I like to study the Order for the upliftment of the Home Guards & NVF Staffs of Kolkata & West Bengal Police.
The service condition of these sections of employees who are the backbone of the Policing system getting almost @8100/- per month on daily wages basis!! They are performing duties which are identical with the duties of the Constables. Even in some Police Stations some of them even prepare the Case Diaries / Inquest Report for the Investigating Officers. Don’t compare this work with the work of Doctor and Quack Doctors. Those persons handled the job professionaly and upto the mark.
During continuous service they should have to take break for 1 day in every 120 days. On the day of completion of 60 years they have to be terminated and the termination benefits is Rs. 50000/- only.
Beside the above stated jobs they might have to be as cook / sweeper / domestic servant or like that unethically .
So I like to check that whether the Order is applicable to them or not.

Only implementation of the said order is not a proper justice to the casual labours/ daily rated workers rendering their service for more than 10 years or above of their life.
The termination / retirement benefit which is Rs. 1 lakh only is a ridiculous figure after rendering service upto 60 years. I think the whole procedure of regularisation of casual workers / daily rated workers is inhuman and all casual workers should raise their voice strongly against it.

A rotten administration worst than the earlier one. A poet had told that ” Baney hain chor yahan Muddai bhi Munsif bhi/Kisey vakil karen kis sey munsafi chahen?” It means “the accused is also acting as the judge (of his own case)so whom should I engage as vakil(lawyer) and who should be knocked for justice?” Retired moral less and incompetent Chamchas are mostly working as judges of SAT,Enquiry Commissions and also of Information Commission. How can they deliver against the interest of the Government which is paying them about 1 lakh rupees per month as salary and perks? Moreover after the retirement the brain cells are not so active as to deliver the sensitive things like justice.But it happens in India and actively in Bengal.
