Sorry to say, I never seen any G.O. related to the matter. I request our members related to educational department to have a look into this matter.

August 20, 2012 at 7:46 pm #73714AnonymousInactiveDear friend, I admit that I am neither a teacher of aided school nor a state govt. employee. So I am not fully aware of the rules controlling the teachers’ service in aided schools in our state. But such limitation does not at all prevent me from rendering cooperation to you. Your HM is probably right in his view provided that there is no such G.O. guiding him to endorse the personal copy of your Service Book. Now think why it is required to be signed by HM only! Is it simply because that there is no other authorised officer/official available in your school for the purpose! Of course, your copy can be attested by any Gazetted / Group-A officer of the govt. if the original Service Book is made available to him for comparison. It is not always feasible as the original copy remains in the custody of H.M. under protected/secured condition. Your HM is not probably under compulsion to sign your personal copy for non-availability of relevant G.O. (if it is true). Had I been in your position I would have applied to the school authority/HM under RTI Act,2005 to provide to me a CERTIFIED COPY of Service Book. This is now a typical official procedure. It hardly matters who is the certifying authority whether HM or any other authorised officer! Best wishes.
