Stamp Duty levied on Lease agreemen with Govt dept as lessee

WB Govt Stamp duty rules state that rental leases in which govt enterprises are lessees DO NOT require stamp duties. Therefore if BSNL govt enterprise is lessee would stamp duty be exempted? Is a rule available? Thanks in advance.
