    H. Pal is a Sub-Assistant Engineer (Civil) with scale of pay Rs. 9000/- – 40500/- and Grade pay Rs. 4400/- in Pay band no. 4.
    1) Whether he is “Group – A Officer”?
    2) Whether he is “Gazetted officer”?
    Please reply and mail to me along with copy of Govt. orders for each question.
    I am awaiting now.

    The Govt. of West Bengal abolished the system of classification of employees into Gazetted, Non-Gazetted and Fourth Grade Services vide GO No. 10606-F dated 25.09.1978 and grouping of services introduced. At present as per West Bengal Services Revision of Pay & Allowances, 2009, Government employees are classified as Group A, Group B, Group C and Group D in the following manner:–
    Group A – Government employees holding all posts in the pay band Nos. 4 and 5 with grade pay ranging from Rs. 4,400 to Rs. 10,000.
    Group B – Government employees holding all posts in the pay band No. 3 with grade pay ranging from Rs. 3,200 to Rs. 4,100.
    Group C – Government employees holding all posts in the pay band No. 2 with grade pay ranging from Rs. 1,900 to Rs. 2,900.
    Group D – Government employees holding all posts in the pay band No. 1 with grade pay ranging from Rs. 1,700 to Rs. 1,800.

    Sir,
    P. G. Category Secondary Teachers enjoy Pay in Pay Band Rs. 9000-40500/- Grade Pay Rs. 4800/- They may be A.T. or Teacher In-charge. Are they eligible Attest any documents like as Gazetted/ Group- A Officers?

    As far as I know, the attesting power in a school is only given to the Head Masters. An employee who reached to the scale of group “A” by virtue of career advancement scheme is also not entitled to have the attesting power. I shall try to provide you my confirmation regarding my knowledge as soon as possible.

    Gazetted officer was an extinct notion, the officers whose names were published in the Gazette were called Gazetted Officers.
    The Govt of West Bengal has dispensed with this notion since long.
    Headmaster of aided and unaided schools (Except Govt Schools) are not Group – A officer as they are not GOVERNMENT EMPLOYEES, they cannot attest unless and until mentioned in the documents.
    when any document is instructed to be attested by Gr. A Officer or Gazetted Officer – a Headmaster is not able to attest that document.
    Mr. Pal should know that the PHOTOS of a teacher that are pasted in Pension Booklet are to be attested by HM/Gr. A officer but the specimen signature shall be attested by Gr. A officer only!

    @ Mr Pal,
    PG/Hons Teachers are not eligible to make attestation, whenever they become TIC of school they enjoy the powers of HM – even a pass graduate teacher who enjoy 4100 (mother GP) could attest by enjoying the power of HM.

    Friends,
    Mr. Biku & Mr. droy have nicely dealt with the matter of power of attestation. Let me take this opportunity to add more to it:
    As far as the officers of Govt. of WB are concerned only the Group-A officers enjoy power of attestation (see the attachment below).
    The terms “Gazetted” / “Non-Gazetted” were abolished long ago in our state govt. services. But, such classification is still in vogue in Govt. of India services where the term “Gazetted” is used to refer to those officers (all Group-A & some Group-B) whose appointments are Notified and published in the Gazette of India. Like Group-A Gazetted officers (Grade Pay 5400 & above in pay bands PB-3: Rs.15600-39100 and above) Group-B Gazetted officers (Grade Pays 4600/ 4800/ 5400 in PB-2: Rs. 9300-34800) of Central Govt. jobs are also authorised to make attestation. But, the Group-B Non-gazetted officers (GP Rs 4200 in PB-2: Rs. 9300-34800) are not eligible, excepting few officials like Rly. Station Masters (few of them belong to Gr-B gazetted rank), Post Masters etc. who are authorised for attestation of documents.
    Important point is the DELEGATION OF POWER OF ATTESTATION. Whoever has this power can attest. It’s true that higher officials in non-govt. sectors, such as H.M.s of aided/sponsored schools, Lecturers/ Readers (now Asst. Professors/ Associate Professors) / Professors, Registrars, Asst./ Deputy Registrars, Principals, Vice-Principals, V.C.s etc. of Colleges & Universities, are also competent authority for attestation as such power is delegated to them. But, if requirement is such that the documents are to be attested only “by the Group-A / Gazetted Officers” then attestation should invariably be made by these category of govt. officers.
