ORDER

All Medical College hospitals and other teaching hospitals are providing RSBY package of services in this state from last year. Analysis of data on hospitalization of RSBY smart cardholders in this State indicates that a large number of patients from far away districts avail the treatment in Medical College hospitals and other teaching hospitals, incurring huge expenditure on transport. Similarly, the existing transport allowances under the RSBY scheme are also inadequate to fully cover the actual transport cost incurred by residents of remote and difficult areas of Sunderbans in North 24 Parganas and South 24 Parganas of this State to access RSBY enlisted hospitals. The matter has been thoroughly examined by State Nodal Agency and the matter of enhancing the additional transport allowances per episode of hospitalization was under the consideration of the department in order to further reduce the Out Of Pocket Expenses (OOPE) of RSBY beneficiaries and accordingly,

1. It is hereby ordered that the additional transport allowance is enhanced from existing Rs 200 per episode of hospitalization in Government hospitals to Rs 500 in case of hospitalization in Medical College Hospitals & teaching hospitals under the administrative control of this department subject to annual ceiling of Rs 5000 per RSBY smart card. The eligible RSBY smart cardholders will be entitled to receive Rs 600 (including Rs 100 from RSBY scheme) as transport allowance at the time of discharge from all Medical College hospitals & teaching hospitals in the State. The hospital authorities shall incur expenditure from the RSBY account and maintain proper accounts. The enhanced additional transport of Rs 300 in this will not be admissible to RSBY Card holders of the district where Medical College hospital/ teaching hospital are located. This shall be admissible to inter district hospitalization cases from outside the district where MCH/ Teaching hospital is located.

2. It is further ordered that to enhance the additional transport allowances for the RSBY smart cardholders hailing from notified blocks of Sunderbans in North 24 Paraganas and South 24 Parganas to from existing Rs 200 to Rs 400 per hospitalization episode in any of Government hospital subject to annual ceiling of Rs 4000 per RSBY smart card. The eligible RSBY smart cardholders will be entitled to receive Rs 500 (including Rs 100 from RSBY scheme) as transport allowance at the time of discharge from Government hospitals in the State. The hospital authorities shall incur expenditure from the RSBY account and maintain proper accounts.

The hospital authorities shall issue printed payment receipt to the patients at the time of discharge and maintain proper accounts auditing and accounting purposes. State Nodal Agency RSBY West Bengal will reimburse the cost incurred for the purposes on submission of the claims from the hospitals. Registration fees of RSBY enrollment allowed to be used as Administrative cost by Ministry of Labour & Employment Government of India shall be utilized to meet the expenditure in this order.

This has approval of the appropriate authority.

The order takes with immediate effect.
