1) Yes, CCL is admissible irrespective of any other leave.
2) There is no maximum limit for credit of Half Pay Leave and Commuted Leave.

As the application is rejected and returned in original to the incumbent, the process is to be initiated once again with necessary correction.

At first Head master is required to submit absentee statement for 28th Feb. After that, HM will be directed as per the decision taken by the higher authority to take necessary action.
in genuine cases it may be just a leave. otherwise it may attract leave without pay as minimum action. i guess.
