Memorandum
Sub:- Valuation of structures on roads of Public Works Directorate/ Public Works (Roads) Directorate/ NH Wing of Public Works (Roads) Directorate for acquisition/ purchase of land for widening of roads.
Valuation of structures situated on road-side land of Public Works Directorate/ Public Works (Roads) Directorate/ NH Wing of Public Works (Roads) Directorate needs to be done for acquisition/ purchase of land for widening of roads. As per extant practice the said valuation is being done by the Executive Engineer/ Superintending Engineer of Public Works Directorate irrespective of whether the road belongs to Public works Directorate/ Public Works (Roads) Directorate or NH Wing of Public Works (Roads) Directorate. It has been observed that this practice frequently leads to delay in timely implementation of road projects as Public Works Directorate is very busy with all kind of works.
The matter has been under consideration of the State Government to find out ways to eliminate the causes of delay in timely implementation of road widening works. It is felt that the Engineers of Public Works (Roads) Directorate/ NH Wing of Public Works (Roads) Directorate are equally competent to carry out the valuation of structures, as the valuation is done based on common schedule of rates.
After careful consideration of the matter, the undersigned is directed by the order of the Governor to say that the Governor is pleased to state that henceforth valuation of temporary and/or permanent and/ or semi-permanent structures involved in land acquisition/ land purchase will be done by the concerned Executive Engineer/ Superintending Engineer/ Chief Engineer of Public Works Directorate/ Public Works (Roads) Directorate/ NH Wing of Public Works (Roads) Directorate, as the case may be, under whose jurisdiction the concerned road falls. The authority competent to approve the valuation will be the Executive Engineer of the concerned Division for total value of structures for the whole road project upto the amount upto which Executive Engineers are competent to accord technical sanction to work’s estimates. Similarly Superintending Engineer of the concerned circle will be the authority competent to approve valuation of structures having total value within which, Superintending Engineers are competent to accord technical sanction to work’s estimates. Beyond this limit the Chief Engineer of the concerned Zone will be the competent authority for approving valuation of structures upto any amount.
The guidelines of all existing orders in this respect, which are not repugnant to the provisions of this order, will also prevail.
This order will take immediate effect. All concerned are being informed.
