NOTIFICATION
In exercise of the power conferred by the proviso to article 309 of the Constitution of India, the Governor, in supersession of earlier rules on the subject, is pleased hereby to make the following rules regulating recruitment to the post of Forest Guard and Head Forest Guard under the Forest Department, Government of West Bengal:-
Rules
1. Short title and commencement:
(1) These rules may be called West Bengal Services (Recruitment of Forest Guard and Head Forest Guard) Rules, 2015.
(2) They shall come into force at once.
PART-A
Name of the Post: Forest Guard;
1. Definitions:-
i. ‘Commission’ means West Bengal Staff Selection Commission;
ii. ‘Directorate’ means the Directorate of Forests, Government of West Bengal;
iii. ‘direct recruitment’ means personnel recruited to the post as a result of a competitive examination for the purpose;
iv. ‘Sanctioned Strength’ means the total number of posts sanctioned by the State Government.
2. Appointing Authority
Additional Principal Chief Conservator of Forests, Directorate of Forests, Government of West Bengal.
3. The method of and the qualification required for recruitment to the post of Forest Guard under the Directorate of Forests, Government of West Bengal shall be as follows:-
(1) Method of recruitment:
(i) by direct recruitment to 2/3rd of the total sanctioned posts on the basis of a written examination followed by Personality Test to be conducted by the West Bengal Staff selection Commission; and
(ii) by promotion to 1/3rd of the total sanctioned posts amongst Madhyamik Passed (or its equivalent) confirmed Group ‘D’ employees of the Directorate of Forests, Government of West Bengal who have completed at least 8 years’ continuous service as Group ‘D’ employees in any unit/units under the Directorate of Forests, Government of West Bengal;
(2) The physical criteria for the eligible departmental candidates shall be as follows:
(a) Physical Standard:
(i) For Male Candidate:

4. Educational Qualification for direct recruitment:
(a) Candidate must be a citizen of India;
(b) Candidates must pass Madhyamik Examination or its equivalent from West Bengal Board of Secondary Education or any recognized Institution.
5) Age:
Candidates must be between eighteen years and thirty two years of age on the 1st day of January of the year of Advertisement. Provided that the upper age limit is relaxable in the case of candidates belonging to the categories of Scheduled Castes, Scheduled Tribes, Backward Classes, Ex-servicemen and other specified category as per existing orders/ rules of Government of West Bengal.
6. Physical Fitness:
The candidates must have sound hearing faculty, eye sight, and general fitness for undertaking arduous outdoor work in the Forest Directorate.
In the case of defective vision, it must be corrected to at least 6/9 in the better eye and 6/12 in the other eye but the candidate must not suffer from colour blindness or congenital or other diseases of the eye.
7. Procedure for selection in case of direct recruitment:
(1) The candidate in the case of direct recruitment shall have to appear at a qualifying competitive examination.
The short listed candidates on the basis of written examination will be called for the following Physical Measurement Test followed by Physical Efficiency Test.
(2) Minimum Physical Measurement:
(i) For Male Candidate:

(ii) For Female Candidate:

(3) Physical Efficiency Test:

(4) On the basis of written examination, a short list will be prepared for checking the Physical Standard followed by Physical Efficiency Test.
Finally on the basis of written examination, checking of the Physical Standard and Physical Efficiency Test the Personality Test will be conducted.
Note: There is no mark in the walking Test but the Candidate should be qualified in the walking Test.
(5) The candidate recommended by West Bengal Staff Selection Commission shall have to undergo medical check up to be conducted by the Chief Medical Officer of Health or the Presidency Surgeon for ascertaining the Physical Fitness as prescribed in rule 6 under Part A of these rules.
(6) West Bengal Staff Selection Commission will decide the prescribed scheme and syllabus for the written Examination. The Commission will also have the discretion of fixing the qualifying marks for the selection.
(7) Procedure for final selection: Candidates who shall satisfy/ qualify all the conditions of eligibility as per sub rules (2) and (3) will be considered for final selection on the aggregating of the marks obtaining in the Written Examination and the Personality Test.
PART-B
Name of Post: HEAD FOREST GUARD;
1. Method of Recruitment:
By promotion from the Gradation List prepared from amongst the permanent Forest Guards, Wild life Guards, Game Guards, Installation Guards, Forest Workers who have put in at least 8 (eight) years of service in the respective posts on fulfilment of requisite conditions for promotion.
