NOTIFICATION

In exercise of the power conferred by the proviso to article 309 of the Constitution of India and in supersession of all earlier notifications on the subject-matter, the Governor is pleased hereby to make, with immediate effect, the following rules regulating the recruitment to the cadres of the West Bengal Sub-ordinate Service of Engineers (Civil), the West Bengal Sub-ordinate Service of Engineers (Mechanical), the West Bengal Sub-ordinate Service of Engineers (Electrical) and the posts of Junior Engineers (Civil/ Mechanical/Electrical) under various Departments, Directorates, other offices and establishments under the rule making power of the Government of West Bengal:-

Rules

The method of, and the qualification required for, the recruitment to the cadres of West Bengal Sub-ordinate Service of Engineers (Civil), the West Bengal Sub-ordinate Service of Engineers (Mechanical), the West Bengal Sub-ordinate Service of Engineers (Electrical) and the posts of Junior Engineers (Civil/ Mechanical/ Electrical) under various Departments, Directorates, other offices and establishments under the rule making power of the Government of West Bengal, shall be as detailed below:-

(1) Method of recruitmentBy direct recruitment on the basis of the results of a combined written test followed by interview to be conducted by the Public Service Commission, West Bengal;
(2) Qualification for direct recruitment
(i) in case of the West Bengal Subordinate Service of Engineers (Civil)/ Junior Engineer (Civil)Diploma in Civil Engineering from the State Council for Engineering and Technical Education, West Bengal or its equivalent;
(ii) in case of the West Bengal Subordinate Service of Engineers (Mechanical)/ Junior Engineer (Mechanical)Diploma in Mechanical Engineering from the State Council for Engineering and Technical Education, West Bengal or its equivalent;
(iii) in case of the West Bengal Subordinate Service of Engineers (Electrical)/ Junior Engineer (Electrical)Diploma in Electrical Engineering from the State Council for Engineering and Technical Education, West Bengal or its equivalent;
(3) Age for all the cadres /postsNot more than 32 years on the 1st day of January of the year of advertisement;
The upper age limit is relaxable in the case of the Scheduled Castes or the Scheduled Tribes or the Other Backward Classes candidates and certain other reserved candidate as per rules of the Government. The upper age-limit is also relaxable in case of a candidate who has been in the employment of the Central Government or the State Government or Government Undertaking or Statutory Body, recognised for the purpose by the State Government and is not out of such employment for more than a year on the date of advertisement, to the extent of actual period spent continuously in such employment subject to a maximum-of 5 (five) years;
(4) Appointing authorityAuthority as specified in rule 6(1) to the West Bengal Services (Classification, Control and Appeal) Rules, 1971.
