NOTIFICATION
To complete the huge numbers of construction works of Government buildings and Government Aided Institutions in time maintaining quality of works, engagement of External Agency for preparation of Detailed Project Report (DPR) by the reputed Engineering Institutions and Execution through Public Sector Undertakings (PSU) were under consideration of the Government for sometime past.
2. After careful consideration, the Governor is pleased to empanel the following three Government Technical Institutes of National repute for preparation of DPR.
(i) IIT, Kharagpur
(ii) Jadavpur University
(iii) Bengal Engineering and Science University, Shibpur
Criterion of selection will be availability of technical manpower in the institution for the purpose. The lowest rate of fees offered by the institution for the job will be accepted.
3. The appointment of consultant for preparation of DPRs would be subject to following conditions:
(i) The Project cost of the works/ building shall be more than Rs. 10 crores (relaxable to Rs. 5 crores where a building is considered of vital significance like historic/ heritage buildings, etc.)
(ii) New building projects shall be above G+3 with or without basement.
(iii) Submission of DPR shall include Total Station Survey; Soil Testing; preparation of Design and Detail Drawings; Estimates and Working Drawings.
(iv) In case of buildings with lesser costs also, the Department may engage these organisations for preparation of DPRs, provided, the projects have historic/ heritage value or are accorded high priority by Government.
Execution of Building Works through CPSUs:
4. For execution of certain prestigious buildings and projects costing Rs. 10 crore and above, this Department is authorised to engage Central Public Sector Undertakings (CPSUs) specialized in execution of high-value and quality works, subject to the condition that the provisions of Rule 47D of WBFR as amended vide FD Notification No. 5400-F (Y) dt. 25.6.12 and other related orders will apply mutatis mutandis in case of engagement of Central PSUs against agency fees.
The DPRs for such projects prepared by Central PSUs would be duly vetted by the department before the tender is floated by the CPSU concerned.
5. This Notification is issued with the concurrence of Finance (Audit) Department vide their U.O. No. 740, Gr.T, Dated 01.08.13 and would come into effect from the date of issue.
