MEMORANDUM
Government of India, Ministry of Finance, Department of Expenditure, Public Procurement Division vide its Office Memorandum bearing F. No. 6/18/2019 – PPD dated 23.07.2020 imposed restrictions under Rule 144(xi) of the General Financial Rules (GFRs), 2017 and stipulated necessity of registration of bidders, from a country which shares land border with India, with the competent authority.
Accordingly, West Bengal Government had also imposed similar restrictions in respect of all tender/quotation/bid documents invited by the State Govt. offices, State PSU, Autonomous and Statutory Organisations, Urban and Rural Local Bodies, Grant-in-Aid institutions under the Administrative Control of the State Government vide Finance Department Memo No. 202-F(Y) dated 18.01.2021.
Government of India, Ministry of Finance, Department of Expenditure, Public Procurement Division has now specified the areas which will be exempted from such restrictions vide their Office Memorandum bearing F. 12/1/2021 – PPD (Pt.) dated 02.03.2021.
Accordingly, the Governor is now pleased to declare that procurement of spare parts and other essential service support like Annual Maintenance Contract (AMC)/ Comprehensive Maintenance Contract (CMC), including consumables for closed systems, from Original Equipment Manufacturers (OEMs) or their authorized agents, shall be exempted from the requirement of registration as mandated under Finance Department Memo No. 202-F(Y) dated 18.01.2021, issued in this regard.
This order takes immediate effect.
