Creation of PWDs Establishments in Jhargram, Asansol and Kalimpong

Three new districts namely Jhargram, Asansol and Kalimpong is going to be created shortly. Accordingly matter of creation of establishments by reorganizing different Circles under PW Dte. and PW (Rds) Dte. with the object to proper implementation and execution of various projects and maintenance works relating to Building, Roads and other infrastructural works within the geographical jurisdiction of these three districts was under active consideration of the Government.
2. Now, after careful consideration of the matter as a whole, the Governor is pleased in the interest of public service to reorganize the circles under PW Dte., PW (R) Dte. and PW (CB) Dte. as detailed below:
I. For the District of Jhargram and Paschim Medinipur
A. Civil
1. Existing Kharagpur Division, P.W.Dte. under South Western Circle of P.W.Dte. is renamed as Jhargram Division, P.W.Dte, and will shift its Head Quarter from Kharagpur to Jhargram, to look after the works of Jhargram District under P.W.Dept. This Division will comprise of two subdivisions namely –
i) Gopiballavpur Sub-division having head quarter at Gopiballavpur renamed from Kharagpur Construction Sub-division.
ii) Jhargram Sub-division having head quarter at Jhargram.
2. Existing Midnapur Division, P.W.Dte, having Head Quarter at Midnapur, under South Western Circle of P.W.Dte., will look after the works of Paschim Medinipur District under P.W.Dept.. This Division will comprise of four sub-divisions namely –
i) Midnapur Sub-division having head quarter at Midnapur.
ii) Midnapur Construction Sub-division having head quarter at Midnapur.
iii) Digri Sub-division having head quarter at Ghatal.
iv) Kharagpur Sub-division having head quarter at Kharagpur created by transferring Kharagpur Sub-division from Kharagpur Division, P.W.Dte.
B. Social Sector
1. Existing Vidyasagar University Division, Social Sector P.W.Dte. under South Western Circle, Social Sector of P.W.Dte. is renamed as Jhargram Division, Social Sector P.W.Dte, and will shift its Head Quarter from Medinipur to Jhargram, will look after the works related to Social Sector of Jhargram District under P.W.Dept. This Division will comprise of two sub-divisions namely –
i) Gopiballavpur Sub-division, Social Sector having head quarter at Gopiballavpur renamed from Vidyasagar University Sub-division, Social Sector.
ii) Jhargram Sub-division, Social Sector having head quarter at Jhargram.
2. Existing Midnapur Division, Social Sector P.W.Dte, having Head Quarter at Midnapur, under South Western Circle, Social Sector of P.W.Dte., will look after the works related to Social Sector of Paschim Medinipur District under P.W.Dept.. This Division will comprise of four sub-divisions namely-
i) Midnapur Sub-division-I, Social Sector having head quarter at Midnapur.
ii) Midnapur Sub-division-II, Social Sector having head quarter at Midnapur.
iii) Ghatat Sub-division, Social Sector having head quarter at Ghatal.
iv) Kharagpur Sub-division, Social Sector having head quarter at Kharagpur created by transferring Kharagpur Sub-division, Social Sector from Vidyasagar University Division, Social Sector, P.W.Dte.
C. Roads
1. Existing Midnapur Highway Division-II, P.W.(Roads) Dte. under South Western Highway Circle, is renamed as Jhargram Highway Division, P.W.(Rds)Dte, and will shift its Head Quarter from Medinipur to Jhargram to look after the road works of Jhargram District under P.W.Dept.. This Division will comprise of two sub-divisions namely –
i) Gopiballavpur Highway Sub-division, having head quarter at Gopiballavpur renamed from Midnapur Highway Sub-division-II.
ii) Jhargram Highway Sub-division, having head quarter at Jhargram.
2. Existing Midnapur Highway Division-I, P.W.(Roads) Dte. under South Western Highway Circle, is renamed as Midnapur Highway Division, P.W.(Rds)Dte. will look after the road works of Paschim Medinipur District under P.W.Dept.. This Division will comprise of four sub-divisions namely –
i) Kharagpur Highway Sub-division, having head quarter at Kharagpur renamed from Midnapur Highway Sub-division-I.
ii) Ghatal Highway Sub-division, having head quarter at Ghatal..
iii) Keleghai Bridge Highway Sub-division, having head quarter at Baluchak.
iv) Midnapur Highway Sub-division, having head quarter at Midnapur created by transferring Market Link Highway Sub-division, from Midnapur Highway Division-II, P.W.(Roads) Dte.
D. Electrical
1. A new Electrical Division named Jhargram Electrical Division, P.W.Dte, with its head quarter at Jhargram under South Western Electrical Circle, is created to look after the electrical works of Jhargram District under P.W.Dept.. This Division will comprise of two sub-divisions namely –
i) Gopiballavpur Electrical Sub-division, having head quarter at Gopiballavpur.
ii) Jhargram Electrical Sub-division, having head quarter at Jhargram.
II. For the District of Asansol and Bardhaman
A. Civil
1. The existing set up of Asansol Division, P.W.Dte., with all the existing subdivisions under it will act as previously to look after the works of Asansol District under P.W.Dept..
2. The existing set up of Burdwan Division, P.W.Dte., with all the existing subdivisions under it will act as previously to look after the works of Bardhaman District under P.W.Dept..
B. Social Sector
1. The existing set up of Asansol Division, Social Sector, P.W.Dte., with all the existing subdivisions under it will act as previously to look after the works related to social sector of Asansol District under P.W.Dept…
2. The existing set up of Bardhaman Division, Social Sector, P.W.Dte., with all the existing subdivisions under it will act as previously to look after the works related to social sector of Bardhaman District under P.W.Dept…
C. Roads
1. The existing set up of Asansol Highway Division, P.W.(Roads)Dte., with all the existing subdivisions under it will act as previously to look after the road works of Asansol District under P.W.Dept..
2. The existing set up of Burdwan South Highway Division and Burdwan North Highway Division, P.W.(Road)Dte., with all the existing respective subdivisions under them will act as previously to look after the road works of Bardhaman District under P.W.Dept..
D. Electrical
1. A new Electrical Division named Asansol Electrical Division, P.W.Dte, with its head quarter at Asansol under Western Electrical Circle, is created to look after the electrical works of Asansol District under P.W.Dept.. This Division will comprise of three sub-divisions namely –
i) Asansol Electrical Sub-division-I, having head quarter at Asansol created by transferring Asansol Electrical Sub-division from Bardhaman Electrical Division, P.W.Dte..
ii) Asansol Electrical Sub-division-II, having head quarter at Asansol by creation.
iii) Durgapur Electrical Sub-division, having head quarter at Durgapur by creation.
2. Existing Bardhaman Electrical Division, P.W.Dte. under Western Electrical Circle may look after the electrical works of Bardhaman District under P.W.Dept.. This Division will comprise of three sub-divisions namely –
i) Bardhaman Electrical Sub-division at Bardhaman Town.
ii) Bardhaman Medical College Electrical Sub-division at Bardhaman Town.
iii) Katwa Electrical Sub-division at Katwa renamed and shifted from Durgapur Electrical Subdivision.
III. For the District of Kalimpong
A. Civil, Social Sector & Roads
1. A new Division named Kalimpong Division, P.W.Dte, with its head quarter at Kalimpong under North Bengal Construction Circle-II, is created to look after all the works related to road and building and in social sector in Kalimpong District under P.W.Dept.. This Division will comprise of four sub-divisions namely –
i) Kalimpong Sub-division-I, having head quarter at Kalimpong by transferring Kalimpong Sub-division from Darjeeling Division, P.W.Dte.
ii) Gorubathan Sub-division, having head quarter at Gorubathan by creation.
iii) Kalimpong Sub-division-ll, having head quarter at Kalimpong by creation.
iv) Kalimpong Sub-division-IV, having head quarter at Kalimpong by transferring Kalimpong Sub-division, Social Sector from North Bengal Division, Social Sector, P.W.Dte.
2. Existing Darjeeling Division, P.W.Dte. under North Bengal Construction Circle-II will look after the works of Darjeeling hill areas under P.W.Dept.. This Division may comprise of three subdivisions namely-
i) Darjeeling Sub-division at Darjeeling Town.
ii) Kurseong Sub-division at Kurseong Town.
iii) Darjeeling Electrical Sub-division at Darjeeling Town.
3. Existing North Bengal Division, Social Sector, P.W.Dte. under Northern Circle, Social Sector will look after the works related to social sector of Darjeeling and Jalpaiguri districts under P.W.Dept.. This Division may comprise of three sub-divisions namely –
i) Siliguri Sub-division, Social Sector at Siliguri Town.
ii) Jalpaiguri Sub-division, Social Sector at Jalpaiguri Town.
iii) North Bengal University Sub-division, Social Sector at Siliguri Town.
B. Electrical
1. A new Electrical Division named Kalimpong Electrical Division, P.W.Dte, with its head quarter at Kalimpong under North Bengal Electrical Circle, is created to look after the electrical works of Kalimpong District under P.W.Dept.. This Division will comprise of two sub-divisions namely –
i) Kalimpong Electrical Sub-division, having head quarter at Kalimpong by creation.
ii) Gorubathan Electrical Sub-division, having head quarter at Gorubathan created by transferring Dubgram Electrical Sub-division from Jalpaiguri Electrical Division, P.W.Dte.
2. Existing Jalpaiguri Electrical Division, P.W.Dte. under North Bengal Electrical Circle will look after the electrical works of Jalpaiguri District. This Division will comprise of two sub-divisions namely
i) Jalpaiguri Electrical Sub-division at Jalpaiguri Town.
ii) Malbazar Electrical Sub-division at Malbazar Town.
IV. For such restructuring all other Group C and Group D posts will be created by abolishing equal number of equivalent posts in other existing establishments under P.W. Department.
V. The existing office of North Bengal Construction Circle I, P.W.Dte. looking after the district of Coochbehar and Alipurduar is shifted to Coochbehar from Jalpaiguri Town for better monitoring of the works under its jurisdiction. It would occupy the office space of erstwhile Torsa Construction Division, P.W.Dte.
VI. The existing office of National Highway Division II, P.W.(Rds)Dte. is shifted to Kharagpur from Medinipur Town for better monitoring of the works under its jurisdiction. It would be located in the present office building of Kharagpur Division, P.W.Dte.
VII. Monitoring of Circle cadres under restructured Circles.
For such re-organization and re-jurisdiction of Circles, service of all the existing circle cadre employees under the different circles of PW Dte., and PW (R) Dte., shall continue to be maintained in the same circle. However, service of the number of posts in any particular circle cadre who get posted to the other circles due to this re-organization shall be treated as deemed deputation. This would not adversely effect the seniority or promotion prospect of any circle staff in any manner. The following terms and conditions are to be maintained.
i) Existing promotional prospects and seniority of the employees in different cadres under existing circles shall remain unaltered till the end of their service in the same circle establishment as before the re-organization.
ii) The vacancies in the lending establishment shall not be filled up.
iii) After retirement/ promotion or other wise when any post will fall vacant in the lending establishment, the same will stand abolished.
iv) For creation of any post in the borrowing establishment in the event as stated in (iii) above, concurrence of the Finance Deptt. shall have to be obtained.
VIII. Accounting implications of the establishments shifted and/ or transferred for such re-organization & re-jurisdiction will be in the following manner:
i) The name of the DDOs and the concerned treasury offices of different establishments newly created, renamed or re-organized under PW Dte., and PW (R) Dte. will be issued shortly.
ii) The transfer of Assets and liabilities of account of such re-structuring and re-jurisdiction will be maintained in the respective old establishment either renamed or shifted.
iii) Accounts of the out standing balances under 8443-P.W.Deposit, Suspenses, Closing balances etc. with the erstwhile Divisions will be brought forward in the account of respective same divisions either renamed or shifted.
iv) Submission of the pending CTIs/CTRs of the erstwhile Divisions will be taken up by the respective same divisions either renamed or shifted.
IX. This re-organization & re-jurisdiction will take up with immediate effect.
X. This has the concurrence of the Finance Deptt. vide their UO Nos. Group P2/2016-2017/0454 dated 28/12/2.016 and approval of the Cabinet vide Cabinet Sectt. U/O No. Cab.(D)-241 dated 30.01.2017.
