NOTIFICATION
The matter of reorganizing and strengthening of different Circles of Electrical wing under Public Works Directorate especially with the object to implement the works related to IT and Health works were under active consideration of the Government for quite some time past.
2. Now, after careful consideration of the matter as a whole, the Governor is pleased in the interest of public service to create a dedicated IT circle with IT divisions under its control, a new Electrical Circle at Malda and strengthen the existing establishments of Electrical wing under Public Works Directorate by augmenting different technical posts as detailed below :
For IT Wing of P.W.Dte.
1. IT Circle, P.W.Dte., a dedicated Circle under P.W.Dte. with its head quarter Kolkata is created to supervise all IT related works under Government of West Bengal. The Circle shall be headed by one Superintending Engineer (Electrical), and one Assistant Engineer (Electrical), two Junior Engineer (Electrical) will function as technical man power under him. The IT Circle shall have three IT divisions under its administrative jurisdiction, namely
A. Kolkata IT Division, renamed from existing IT division at Kolkata.
B. Bidhannagar IT Division, a newly created IT Division.
C. North Bengal IT Division, a newly created IT Division.
A. Kolkata IT Division renamed from existing IT Division, head quarter at Kolkata transferred from the administrative control of Presidency Electrical Circle to newly created IT Circle, P.W.Dte., shall look after all IT related works undertaken by Public Works Department in Kolkata and Banga Bhaban, New Delhi. Kolkata IT Division is augmented with additional two Assistant Engineers (Electrical) and six Junior Engineers (Electrical).
B. Bidhannagar IT Division, a newly created IT Division head quarter at Bidhannagar Kolkata under the administrative control of newly created IT Circle, P.W.Dte., headed by one Executive Engineer (Electrical), four Assistant Engineers (Electrical) and eight Junior Engineers (Electrical) under him, shall look after all IT related works undertaken by Public Works Department in the South Zone excepts works under Kolkata IT Division.
C. North Bengal IT Division, a newly created IT Division head quarter at Siliguri under the administrative control of newly created IT Circle, P.W.Dte., headed by one
Executive Engineer (Electrical), four Assistant Engineers (Electrical) and eight Junior Engineers (Electrical) under him, shall look after all IT related works undertaken by Public Works Department in the North Zone.
In addition the IT Circle shall assist the Chief Engineer, P.W.Dte., West Zone for all IT related works taken up by the Department in the West Zone with assistance of four Assistant Engineers (Electrical) and eight Junior Engineers (Electrical), who will be under the administrative control of IT Circle.
For Electrical Wing of P.W.Dte.
2. Northern Electrical Circle Malda, is created newly with its head quarter at Mai da to supervise all electrical works undertaken by the Department in the districts, Uttar Dinajpur, Dakshin Dinajpur and Malda. The Circle shall be headed by one Superintending Engineer (Electrical), and one Executive Engineer (Electrical) as TA to SE, two Junior Engineers (Electrical) will function as technical man power under him. The Northern Electrical Circle Malda shall have two Electrical Divisions under its administrative jurisdiction, namely
A. Dakshin Dinajpur Electrical Division, the existing Electrical Division transferred from administrative control of Northern Electrical Circle, Siliguri.
B. Malda Electrical Division, the existing Electrical Division transferred from administrative control of Northern Electrical Circle, Siliguri.
3. North Bengal Electrical Circle, P.W.Dte., with its head quarter at Siliguri renamed from existing Northern Electrical Circle, Siliguri shall have the three Electrical Divisions under its control namely –
A. Coochbehar Electrical Division, the existing electrical Division.
B. Jalpaiguri Electrical Division, the existing electrical Division.
C. Darjeeling Electrical Division, the existing electrical Division.
4. Paschim Medinipur Electrical Division, P.W.Dte. under the administrative control of South Western Electrical Circle, P.W.Dte. shall be augmented with additional one post of Executive Engineer (Electrical), two posts of Assistant Engineer (Electrical) and three posts of Junior Engineer (Electrical) to look after all electrical works undertaken by the Department in Jangal Mahal area of Paschim Medinipur district. They shall work with the help of existing set up of Paschim Medinipur Electrical Division.
5. Four Medical College Electrical Subdivisions, headed by an Assistant Engineer (Electrical) and two Junior Engineers (Electrical) under him, are created to look after the electrical works undertaken by P.W.Dept, in the respective Medical Colleges. Those are –
(i) Bardhaman Medical College Electrical Subdivision, under Bardhaman Electrical Division, P.W.Dte. under the administrative control of Western Electrical Circle, P.W.Dte.
(ii) Bankura Medical College Electrical Subdivision, under Bankura Electrical Division, P.W.Dte. under the administrative control of South Western Electrical Circle, P.W.Dte.
(iii) Medinipur Medical College Electrical Subdivision, under Paschim Medinipur Electrical Division, P.W.Dte. under the administrative control of South Western Electrical Circle, P.W.Dte.
(iv) Murshidabad Medical College Electrical Subdivision, under Murshidabad Electrical Division, P.W.Dte. under the administrative control of Central Electrical Circle, P.W.Dte.
6. Seven existing Health Electrical Subdivisions shall be augmented by additional posts of Junior Engineer (Electrical) as mentioned, under the Assistant Engineer (Electrical) of respective Subdivision for better supervision of the electrical works undertaken by P.W.Dept. in their respective jurisdiction. Those are –
(i) North Kolkata Health Electrical Subdivision, under North Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional four numbers of Junior Engineer (Electrical).
(ii) NRS Medical College Health Electrical Subdivision, under North Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional four numbers of Junior Engineer (Electrical).
(iii) Central Kolkata Health Electrical Subdivision, under Central Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional four numbers of Junior Engineer (Electrical).
(iv) National Medical College Health Electrical Subdivision, under Central Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional three numbers of Junior Engineer (Electrical).
(v) South Kolkata Health Electrical Subdivision-I, under South Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional four numbers of Junior Engineer (Electrical).
(vi) South Kolkata Health Electrical Sub division-II, under South Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional three numbers of Junior Engineer (Electrical).
(vii) SSKM Medical College Health Electrical Subdivision, under South Kolkata Health Electrical Division, P.W.Dte. under the administrative control of Health Electrical Circle, P.W.Dte. is augmented with additional five numbers of Junior Engineer (Electrical).
7. Fifteen Electrical Subdivisions, headed by an Assistant Engineer (Electrical) and two Junior Engineer (Electrical) under him, are created to look after the electrical works undertaken by P.W.Dept. in the jurisdiction mentioned below. Those are –
(i) Dabgram Electrical Subdivision, under Jalpaiguri Electrical Division, P.W.Dte. under the administrative control of North Bengal Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Building/Sites of 10 and 12 Battalion police offices, IG and DIG office Buildings. Maintenance of Uttarkanya at Jalpaiguri District and all other maintenance and original electrical works of Government Building/Sites of Dabgram Sub -Division.
(ii) Islampur Electrical Subdivision, under Darjeeling Electrical Division, P.W.Dte. under the administrative control of North Bengal Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Building/Sites of Islampur S.D Hospital, Islampur Sub-divisional Court ,Circuit House, Fire Station ,SD Office at Islampur etc. and all other maintenance and original electrical works of Government Building/Sites of Karandigha Sub-Divn.
(iii) Rampurhat Electrical Subdivision, under Birbhum Electrical Division, P.W.Dte. under the administrative control of Western Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Building/Sites of. Rampurhat S.D Hospital, Rampurhat Sub-divisional Court, Fire Station, SD Office, Rampurhat Treasury, Sub Correctional Home etc. and all other maintenance and original electrical works of Government Building/Sites at Rampurhat, Murari & Nalhati.
(iv) Durgapur Electrical Subdivision, under Bardhaman Electrical Division, P.W.Dte. under the administrative control of Western Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Building/Sites of Durgapur S.D Hospital, Durgapur Sub-divisional Court, Fire Station, Durgapur Sub Correctional Home, Indian Reserve Battalion Buildings, Circuit House, Netaji Subhash Open University, WBNVF Buildings, Durgapur Commercial Tax Buildings, Durgapur Govt. College etc. and all other maintenance and original electrical works of Government Building/Sites at Durgapur.
(v) Arambag Electrical Subdivision, under Hooghly Electrical Division, P.W.Dte. under the administrative control of Western Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of Arambagh S.D Hospital, Arambagh Sub-divisional Court, SD Office, Arambagh Sub Correctional Home, Arambagh Khadya Bhawan, BLRO Office etc. and all other maintenance and original electrical works of Government Building/Sites at Arambagh, Goghat & Khanakul Sub-Divn.
(vi) Sreerampur Electrical Subdivision, under Hooghly Electrical Division, P.W.Dte. under the administrative control of Western Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of Sreerampur S.D Hospital, Sreerampur Sub-divisional Court, SD Office, Sreerampur Sub Correctional Home, BLRO Office etc. and all other maintenance and original electrical works of Government Buildings/Sites at Sreerampur Sub-Divn & Singur.
(vii) Bishnupur Electrical Subdivision, under Bankura Electrical Division, P.W.Dte. under the administrative control of South Western Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of Bishnupur S.D Hospital, Bishnupur Sub-divisional Court, Bishnupur Sub Correctional Home, Circuit House, etc. and all other maintenance and electrical original works of Government Building/Sites at Sonamukhi, Taldangra, Onda, Indus, Kotulpur & Joypur Sub-Divn.
(viii) Tamluk Electrical Subdivision, under Purba Medinipur Electrical Division, P.W.Dte. under the administrative control of South Western Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of D.M Office & Bungalow, Tamluk Dist Hospital, District Judges Office & Bunglow, SP ffice & Residence etc. and all other maintenance and original electrical works of Government Buildings/Sites at Northern Region of Purba Medinipur.
(ix) Uluberia Electrical Subdivision, under Howrah Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of Uluberia S.D Hospital, Uluberia Sub-divisional Court, SD office & Residence, Uluberia Stadium, Sub Correctional Home, PWD Guest House, Treasuiy Building etc. and all other maintenance and original electrical works of Government Buildings/Sites at Uluberia Sub-Divn.
(x) Nandan Electrical Subdivision, under Kolkata Central Electrical Division, P.W.Dte. under the administrative control of Kolkata Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of Nandan Complex, Rabindra Sadan, Bangla Academy etc., and all other maintenance and original electrical works of Government Buildings/Sites under Nandan region.
(xi) Dhanadhanya Electrical Subdivision, under Electrical Construction Division, P.W.Dte. under the administrative control of Kolkata Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/ Sites of Open Air Theatre, Sayganyya Building, 2400 Seat Auditorium, Residence of Ministers etc.
(xii) Rajarhat Electrical Subdivision, under Bidhannagar Electrical Division, P.W.Dte. under the administrative control of Kolkata Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of Judicial Academy, Swastha Bhavan, Karigori Bhavan etc. and all other maintenance and original electrical works of Government Buildings/Sites at Sector-V of Salt Lake, Rajarhat and New Town Area.
(xiii) Kakdwip Electrical Subdivision, under South 24 Parganas Electrical Division, P.W.Dte. under the administrative control of Southern Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/ Sites of Kakdwip S.D. Hospital, Kakdwip Criminal Court, SD office & Residence, Veterinary office, different offices of PWD, PWD Bungalow and PWD (Raods) Bungalow at Gangasagar and Cotteges under Tourism Dept. etc. & all other maintenance and original electrical works of Government Buildings/ Sites at Kakdwip
(xiv) Basirhat Electrical Subdivision, under North 24 Parganas Electrical Division, P.W.Dte. under the administrative control of Southern Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/ Sites of Bashirhat Dist Hospital, Bashirhat Court, SD office & Residence, Sub-correctional Home, SDPO Bungalow, Cyclone Center, Taki Govt School, Taki Govt Library, Taki Govt. College, Treasury Building etc. and all other maintenance and original electrical works of Government Buildings/Sites at Basirhat, Hingalgang, Hasnabad and Sandeshkhali.
(xv) Ranaghat Electrical Subdivision, under Nadia Electrical Division, P.W.Dte. under the administrative control of Central Electrical Circle, P.W.Dte. It will look after the maintenance and original electrical works of Government Buildings/Sites of S.D. Hospital, Composite Court Buildings, Degree College at Tehatta, Karimpur Rural Hospital, Kaliagunj Degree College & Polytechnic etc. and all other maintenance and original electrical works of Government Buildings/Sites at Tehatta, Karimpur, Kaliagunj and Nakashipara.
8. Southern Electrical Circle, shall be augmented by additional four post(s) of Junior Engineer (Electrical) for better supervision of the electrical works undertaken by P. W.Dept, in its jurisdiction.
9. Five existing Electrical Divisions, shall be augmented by additional post(s) of Junior Engineer (Electrical) each under the Executive Engineer (Electrical) in respective Division for better supervision of the electrical works undertaken by P.W.Dept, in their respective jurisdiction. Those are –
(i) Nadia Electrical Division, under the administrative control of Central Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(ii) Murshidabad Electrical Division, under the administrative control of Central Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(iii) North 24 Parganas Electrical Division, under the administrative control of Southern Electrical Circle, P.W.Dte. with additional two posts of Junior Engineer (Electrical).
(iv) South 24 Parganas Electrical Division, under the administrative control of Southern Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(v) Birbhum Electrical Division, under the administrative control of Western Electrical Circle, P.W.Dte. with additional two posts of Junior Engineer (Electrical).
10. Forty nine existing Electrical Subdivisions, shall be augmented by additional post(s) of Junior Engineer (Electrical) each under the Assistant Engineer (Electrical) in respective Subdivision for better supervision of the electrical works undertaken by P.W.Dept, in their respective jurisdiction. Those are –
(i) Writers’ Building Electrical Subdivision, under Kolkata Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(ii) Lalbazar Electrical Subdivision, under Kolkata Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(iii) New Secretariat Building Electrical Subdivision, under West Kolkata Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional two posts of Junior Engineer (Electrical).
(iv) Maidan Electrical Subdivision, under West Kolkata Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(v) High Court Electrical Subdivision, under West Kolkata Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional two posts of Junior Engineer (Electrical)..
(vi) Howrah Electrical Subdivision, under Howrah Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional one post of Junior Engineer (Electrical).
(vii) Nabanna Electrical Subdivision, under Howrah Electrical Division, P.W.Dte. under the administrative control of Presidency Electrical Circle, P.W.Dte. with additional three posts of Junior Engineer (Electrical).
(viii) Bidhannagar Electrical Sub division-I, under Bidhannagar Electrical Division, P.W.Dte. under the administrative control of Kolkata Electrical Circle, P.W.Dte. with additional two posts of Junior Engineer (Electrical).

11. For disassociation and unification of any of the existing set ups of different divisions and sub-divisions, service of all the existing Directorate cadres as well as circle cadres under the Electrical and Mechanical Wing of PW Dte. will be maintained in the same directorate and circle respectively. However, service of the number of posts in any particular Directorate/Circle cadre who get posted to other Directorate/ Circle due to this re-organisation shall be treated as deemed deputation. This would not adversely affect the seniority or promotion prospect of any Directorate/Circle staff in any manner. The following terms and conditions are to be maintained:
i) Existing promotional prospects and seniority of the employees in different cadres under existing circles shall remain unaltered till the end of their service in the same circle establishment as before the re-organization.
ii) The vacancies in the lending establishment shall not be filled up.
iii) After retirement/ promotion or other wise when any post will fall vacant in the lending establishment, the same will stand abolished.
iv) For creation of any post in the borrowing establishment in the event as stated in (iii) above, concurrence of the Finance Deptt. shall have to be obtained.
12. Accounting implications of the establishments shifted and/ or transferred for such re-organization & re-jurisdiction will be in the following manner:
i) The name of the DDOs and the concerned treasury offices of different establishments newly renamed or created under Electrical wing of PW Dte. will be notified separately.
ii) The transfer of assets and liabilities of account of such re-structuring and rejurisdiction will be maintained in the respective old establishment either renamed or shifted.
13. This re-organization & re-jurisdiction will take effect from the 1st April, 2016, however to make these fully operational from 1st April, 2016, skeleton offices would opened with immediate effect.
14. This has the concurrence of the Finance Deptt. vide their UO No. Gr.P-2/2015-16/0611 dt. 09.02.2016 read with approval of the Cabinet vide their UO No. Cab (D) 2586 dt. 24.02.2016.
