Backward Classes Welfare (Anagrasar Kalyan) Department works for social, economic and cultural development of the people belonging to SC, ST, OBC in West Bengal.
In terms of Rule 7A of the West Bengal Scheduled Castes and Scheduled Tribes (Identification) Rules, 1995, the Backward Classes welfare Officer, Kolkata will act as recommending authority in respect of the issuance of Caste certificates for Scheduled Castes, Scheduled Tribes and Other Backward Classes in Kolkata.
Caste Certificates in respect of Kolkata may be issued by the District Welfare Officer, Kolkata and ex-officio Joint Director, Backward Classes Welfare.
The post will be filled up by an officer in the pay scale of Rs. 12000 – 18,000/- under W.B.S. (ROPA) Rules, 1998 corresponding to the revised Pay Band 4B of Rs. 28,000 – 52,000/- with Grade Pay of Rs. 7600/- of WBS (ROPA) Rules, 2009.
BCW Department is introducing on-line receipt of application for centrally assisted scholarship schemes for SC/ST/OBC students from 2013-14 financial year.
Each scheme with estimated cost up to Rs. 3,50,000/- for General work will require technical vetting by Sub-Assistant Engineer of this department or any Technical Officer of same rank.
An Act to provide for the reservation of vacancies in services and posts for the Backward Classes of citizens other than the Scheduled Castes and Scheduled Tribes.
Ambedkar Centre for Excellence to disseminate the benefits to the SC, ST and OBC Communities at the State level unit at Kolkata, West Bengal.
The Grievance Cell will meet the queries and clarifications for early issuance of caste certificates to the applicants who are willing to file nominations in the ensuing General Election to Panchayats.

The aims and objects of the Board shall be to undertake all necessary activities for the protection, promotion and safeguarding of the Lepcha language, tradition and culture; to undertake activities to protect historical and culturally significant landmarks of the community;
