Government of West Bengal has created a Centre for Fiscal Policy and Public Finance, West Bengal (CFPPF-WB) to train officers of Government of West Bengal and parastatals in various aspects of Public Financial Management (PFM).
SAR
All the concerned officers under his/ her administrative control are made aware of processing the pending SARs within the stipulated date as mentioned in the table above so that none of the ‘Officers Reported Upon’ has to suffer in spite of submitting their SARs in time.
Provident Fund
Governor is pleased to decide that during the period from 01.04.2023 to 30.06.2023, accumulation at the credit of the subscribers to General Provident Fund and other similar fundsshall carry interest at the rate of 7.1%.
Excel Utility
This Utility calculates Income Tax of Salaried Person and pensioner both for old and new Regime. It also prepares Form 16, Salary Statements, HRA Exemption, Taxable Interest on GPF etc.

No further concurrence of Gr T of Finance Department would be required for transferring the same to the earmarked/ designated bank account of the State Nodal Agency (SNA) of that Scheme.

Departments should assess the DDO wise and Head of Account wise requirement of fund for 2nd Quarter of the current financial year within 15.06.2023 before sending the proposals for further allotment to Finance Department.

Ex-Gratia
Governor has been pleased to decide that all State Government Pensioners who are not eligible for ad-hoc bonus shall be paid an ex-gratia of Rs. 2,900/- (Rupees Two thousand Nine hundred) only in lump per head.
Festival Advance
Governor has been pleased to accord sanction of Interest-free festival advance upto a maximum of Rs. 16,000/- only to State Government employees whose revised emoluments on 31.03.2023 exceeded Rs. 39,000/- p.m. but did not exceed Rs. 49,000/- p.m.
Bonus
Governor is pleased to decide that the State Government employees whose revised emoluments did not exceed Rs. 39,000/- per month as on 31.03.2023 will be entitled to ad-hoc bonus for the accounting year 2022-2023 at the rate of Rs. 5,300/- per head.
Holiday
Governor has been pleased to declare the 3rd April, 2023 (Monday) as Public Holiday on the occasion of Mahavir Jayanti under Section 25 of the Negotiable Instrument Act, 1881.
IFMS, Service Book
Now all the entries so made are to be submitted online to the Custodian of eService Book through predefined Workflow System for approval.
Capital Investment, Special Assistance
Governor is pleased to form a cell for monitoring the projects implemented under Special Assistance to States for Capital Investment, under the Finance Department.
Leave, Strike/Bandh
In view of call given by some organisations for strike on the 10th March, 2023 it has been decided that all State Government Offices shall remain open and all the employees shall report for duty on that day.
