These rules may be called the West Bengal Clinical Establishment (Registration, Regulation and Transparency), Rules, 2017.
This department has been vested with the responsibility of maintaining and developing the health care system in W.B. Public health, sanitation and hospitals are the exclusive responsibilities of the State.

Any person with specified disability may apply in Form IV (annexed) for a certificate of disability and submit the application to the medical authority.
In such cases the overdrawal for the period from 01-01-2008 to 31-03-2008 shall be recovered with reference to unrevised pay drawn prior to 01-04-2008 as in the said period pay under W.B.S. (ROPA) Rules, 2009 is notional.
Any Medical Officer, shall have to move out immediately after three years to such area of another category. Category A covers all six districts of N Bengal.
Deworming of all pregnant women would be carried out in our State as per National Guidelines for Deworming in Pregnancy module.
Age of superannuation of all persons borne in the cadre of West Bengal Medical Education Service (WBMES) is enhanced from 62 years to 65 years and in the cadre of West Bengal Health Service (WBHS) and West Bengal Public Health-cum-Administrative Service (WBPH&AS) from 60 years to 62 years.
The West Bengal Health Recruitment Board (WBHRB) is responsible for selecting and recommending candidates for direct recruitment to posts permanent or temporary for which the appointing authority is the Government in the Department of Health & Family Welfare and authority subordinate to the Governor.
Written permission has to be obtained well in advance before proceeding on leave. At least incumbent has to apply for permission of leave before 15 (fifteen) working days prior to proceed on leave to competent authority.
The State Government has been considering a new promotion policy for the officers belonging to West Bengal Public Health & Administrative Service (WBPH&AS) to ensure better Cadre management and better delivery of health care services.
Government of West Bengal has decided to incorporate percentage of disability (intellectual impairment) on the basis of IQ test report in the certificate to be issued by Zonal/ Dist. Medical Board for mentally retarded People.
