Requirement of Residential and Domicile Certificate
To be eligible for a domicile certificate in West Bengal as of 2025, an applicant must meet one of the following conditions:

West Bengal Services (Training & Examination) Rules, 1953 regulates the probation and training of officers appointed on probation to IAS, IPS, West Bengal State Services, Civil Service (Executive, Judicial).
Separate proforma to be submitted for requisition of Red & Yellow Identity Cards. All proforma should be submitted in duplicate. Name of the Deptt. should be written on the top of every page.
The District Magistrate, Additional District Magistrate (Gen.), Sub-Divisional Officer are designated by the Home & Hill Affairs Department to issue Permanent Residence Certificate in the State.
The Official Emblem of West Bengal shall contain the State Emblem of India on the top. Below the State Emblem of India, there shall be a circular design with the Bengali alphabet superimposed on the atlas.
Governor has been pleased to accord approval for creation and filling up of 3351 posts of Village Police Volunteer under West Bengal Police for deployment in Gram Panchayet areas at a daily wage of Rs. 310/- for 22 days in a month.
District Magistrates have been authorised to issue domicile/ permanent residential certificate for the purpose of appointment under Defence and other Para-military Forces.
Certain measures to be taken by the Police Officers, who directly or indirectly deal with the incidents of atrocities or practice of untouchability in their respective jurisdiction.
Attempts at forcible closure of government offices, shops, markets, educational institutions, industrial establishments, etc should be firmly dealt with. All state government offices will remain open on those days and all government employees should report for duty.
In terms of the provisions under Disaster Management Act 2005 read with West Bengal Epidemic Disease, Covid-19 Regulations 2020, restriction and relaxation measures and advisory as already in force shall stand extended up to 15/03/2022.
