NOTIFICATION

Sub: Discontinuation of payment of pension from the office of the Pr. A.G.(A&E), West Bengal.

In terms of Rule 4.160(I) of W.B.T.R. 2005 Pensioners/ Family Pensioners of different categories can exercise their option to get their pension from the counter of Accountant General (A&E), West Bengal. Such categories of the pensioners/ family pensioners irrespective of their age and scale of infirmity are required to visit the office of the Accountant General (A&E), West Bengal to receive their pension from the counter. After implementation of the e-Pradan Module under Integrated Financial Management System, pensioners/ family pensioners can have their pension directly credited to their Bank accounts on the 1st day of the next month. The matter of dispensing with the system of such counter payment from the Office of the Accountant General (A&E), West Bengal was under active consideration of the Government since some time past.

After necessary consultation with the Office of the Accountant General (A&E), West Bengal and careful consideration of all the aspects in the matter, Governor is now pleased to direct that various categories of State Pensioners including those, whose pension liability is borne by the State Government & other Government Pensioners and who draw their pension/ family pension from the counter of the office of the Accountant General (A&E), West Bengal shall be transferred to the Pension Disbursement Cell under the control of Directorate of Treasuries & Accounts, West Bengal or Treasuries or Public Sector Banks (PSB) depending upon the option to be exercised by the Pensioners/ Family Pensioners for disbursement from those offices.

The existing Pensioners/ Family Pensioners who are drawing pension from the Office of the Pr. Accountant General (A&E), West Bengal shall have to exercise option (Annexure -A) latest by 30th September, 2016. No pension shall be disbursed from the Office of the Pr. Accountant General (A & E), West Bengal after 31st October, 2016.

After receiving the option from the Pensioners/ Family Pensioners who are drawing pension from the Office of the Pr. Accountant General (A & E), West Bengal, the Pr. A.G. W.B. may send the Disburser’s half of the PPO by registered post or by special Messenger to the concerned Treasury or Pension Disbursement Cell or PSB as the case may be within 7 (seven) days from the date of receipt of the option. The Pensioner’s portion of the PPO may be handed over to the Pensioner or sent to the Pensioner by registered post.

The Pr. Accountant General (A & E), West Bengal would not accept any new option to disburse pension from their end after 30th December, 2016.

The Director of Public Instruction, West Bengal and Joint Secretary to the Govt. of West Bengal, APS Branch, Pr. Secretary to the Government of West Bengal, School Education Department would not accept any new option for disbursement of pension from Pr. A.G. WB with immediate effect and process all the options already received till date and send to Pr. A.G. WB by 30th December, 2016. New retired employees may be advised to opt to draw pension through Pension Disbursement Cell or Treasury or Public Sector Banks.

The Director Public Instruction, West Bengal and Joint Secretary to the Govt. of West Bengal, APS Branch, Pr. Secretary to the Government of West Bengal, School Education Department and the Principal Accountant General (A & E), West Bengal are being informed to amend their “Option Form” for getting pension /family pension from Pension Disbursement Cell/ Bank branches/ Treasuries accordingly.

Necessary amendment in the West Bengal Treasury Rules, 2005 will be made in due course.

This Order will take immediate effect.
