Guidelines for e-counselling and admission process by WBJEEB for admission to Degree-level Engineering, Technology and Pharmacy courses as well as MBBS/ BDS courses in the State of West Bengal in the academic session 2014-15.

NOTIFICATION

Whereas, the West Bengal Joint Entrance Examinations Board located at AQ-13/1, Sector-V, Salt Lake City, Kolkata-700001 has been entrusted, vide Govt. Order No. JS(T)-11-Edn(T), dated, 6th November, 2013, to conduct the West Bengal Joint Entrance Examination for admission to Degree-level Engineering, Technology and Pharmacy courses as well as M.B.B.S./B.D.S. courses in the State of West Bengal in the academic session 2014-15;

And whereas the said Board has also been entrusted to conduct, counselling and admission process in respect of Degree-level Engineering, Technology, Pharmacy and Architecture courses in the academic session 2014-15:

And whereas for admission into the UG Courses in Engineering/ Technology/ Pharmacy/ Architecture, it is essential for the candidates to have appeared in the State Common Entrance Examination i.e. West Bengal Joint Entrance Examination for Engineering and Medical 2014 (WBJEEM-2014) or the National Level Common Entrance Examination i.e. Joint. Entrance Examination-2014 (JEE MAIN-2014) and secure a rank, as admission shall not be made on the basis of marks obtained in the 10+2 level of examination alone.

And whereas it has been decided by the State Govt. in the Higher Education Department to continue conduct of web-based online counselling (e-counselling) and admission process through WBJEEB for the academic session of 2014-15 also, for admission to undergraduate level Engineering, Technology, Pharmacy and Architecture courses in respect of all AICTE approved Engineering & Technology, Pharmacy Colleges as well as Universities/University Departments conducting such courses, including the Indian Institute of Engineering Science & Technology, Shibpur/ (erstwhile Bengal Engineering and Science University, Shibpur) for its 5-year Dual-Degree Integrated B.Tech – M.Tech. Course;

The guidelines for e-counselling and admission process for academic session 2014-15 are provided hereunder:

THE GUIDELINES:

1.0 Scope of participation in e-Counselling and Admission Process:

1.1 For the 4-year Degree-level Engineering & Technology courses including the B. Pharm Course in respect of Jadavpur University as well as the 5-year dual degree integrated B.Tech – M.Tech. courses in respect of IEEST, Shibpur:

Candidates merit listed in the West Bengal Joint Entrance Examination-2014 having General Merit Rank (GMR) and eligible for e-counselling as declared by the WBJEEB and/or candidates merit listed in the All India Joint Entrance Examination-2014 (i.e. JEE MAIN-2014), are eligible to participate

1.2 For the 4-year Degree-level Pharmacy Course in respect of all AICTE-approved Pharmacy Colleges (except Jadavpur University) of the State:

Candidates merit listed in the West Bengal Joint Entrance Examination-2014 having Pharmacy Merit Rank (PMR) and eligible for e-counselling as declared by the WBJEEB and/or candidates merit Listed in the All India Joint Entrance Examination-2014 (i.e. JEE MAIN-2014) are eligible to participate.

1.3 For the 5-year Degree-level Architecture Course (B.Arch.) in respect of all AICTE approved institutions, including Jadavpur University and IIEST, Shibpur:

Candidates merit-listed in the West Bengal Joint. Entrance Examination-2014 having Engineering Merit Rank (EMR), and eligible for e-counselling as declared by WBJEEB with at least 50% marks in aggregate at 10+2 level (for Jadavpur University 60% in Physics, Chemistry and Mathematics also) and having qualified in NATA or such other Aptitude Test as per the guidelines of the Council of Architecture (COA) and/or candidates merit-listed in the All India Joint Entrance Examination-2014, Paper-II i.e. JEE MAIN-2014 Paper-II (applicable only for Self financing B.Arch course) are disable to participate.

Note: For all the above courses, candidates must fulfil the eligibility criteria as mentioned in clause no. 5 (i.e. 5.1 to 5.4.4, Page No. 7 to Page No. 11) of the Information Brochure of the West Bengal Joint Entrance Examination-2014.

2.0 Availability of seats for Admission through the e-Counselling Process-2014.

2.1 Govt. Engineering & Technology Colleges/ State-Aided Universities/ University Departments/ IIEST, Shibpur:

For Govt. Engineering and Technology Colleges, 100% seats shall be available for admission through the West Bengal Joint Entrance Examination-2014 on the basis of General Merit Rank (GMR) in Engineering.

However, in case of University/ University Department/ IIEST Shibpur, seats available will be finally decided by the concerned University authorities and the same will be reflected in the seat matrix uploaded in the website of WBJEEB.

2.2 Self-Financing Engineering & Technology and Pharmacy Colleges:

10% of the affiliated seats in all such institutions shall be available for admission through All India Joint Entrance Examination-2014 (i.e. JEE-Main-2014) on the basis of General Merit Rank (GMR) for Engineering (also applicable for Pharmacy Courses).

For Institutions opting for 10% of seats for admission through Management Quota (where admission shall be made by the Management of the Institutions.), 80% of the approved and affiliated seals shall be available for admission through West Bengal Joint Entrance Examination-2014 on the basis of General Merit Rank (GMR) for Engineering Courses; and Pharmacy Merit Rank (PMR) for
Pharmacy Courses. For the Self-Financing: institutes not opting to admit students under the Management Quota, 90% of the seats shall be available for admission through the West Bengal Joint Entrance Examination-2014:

2.3 Availability of 5% Seats on supernumerary basis under the Tuition Fee Waiver (TFW) Scheme of AICTE:

As per the TFW Scheme of AICTE, up to a maximum of 5% of the approved seats supernumerary in nature shall be available for admission through the West Bengal Joint Entrance Examination-2014 on the basis of TFW Merit Rank (TMR) for all the participating Institutions including Universities/University Departments but excluding IIEST, Shibpur in respect of which the matter has been referred by the Institution to the competent authority.

The TFW Scheme is applicable only for candidates domiciled in the State of West Bengal.

Note: For the other information clause 16, page-22 of the Information Brochure of the West Bengal Joint Entrance Examination – 2014 may be referred to.

3.0 Admission for Reserved Categories of Students :

3.1 Availability of seats for SC/ ST Category:

Reservation of seats for SC/ ST candidates shall be made as per the State Govt. Rides, in respect of all Govt. Engineering & Technology- Colleges us well as State-aided Universities/ University Departments following the Gazette Notification vide the West Bengal Act X of 2013, dated, 30th April, 2013 followed by the Rules vide Notification no. 07-Edn (U), dated, the 2nd January, 2014 published in the Kolkata Gazette vide Registered no. WB/S0247 dated 3rd January, 2014. For Self-Financing Engineering & Technology Colleges, reservation of seats for such students is not mandatory. However, seats may be made available by willing Institutions, and this would be reflected in the Seat Matrix provided in the website for e-counselling.

3.2 Availability of seats for PwD (Persons with Disabilities) Category Students:

Reservation of seats for PwD candidates shall be made as per the State Govt.
norms for all Govt. Engineering & Technology Colleges as well as State-aided Universities/University Departments following the Gazette Notification vide no. 65-Edn (U), dated 16.01.2014 i.e. persons with Disabilities will enjoy a 3% reservation in each of the categories i.e. SC. ST. OBC-A and OBC-B category of seats as well as in the Unreserved Category of seats. For Self-Financing Engineering & Technology Colleges, reservation of seats for such students is not mandatory. However, seats may be made available by willing Institutions, and this would be reflected in the Seat Matrix provided in the website for e-counselling.

3.3 Availability of seats for OBC-A and OBC-B Category students:

As per the Gazette Notification, vide the West Bengal Act X of 2013, dated, 30th April, 2013 followed by the Rules vide Notification no. 07-Edn(U), dated 2nd January, 2014 published in the Kolkata Gazette vide Registered no. WB/SC-247, dated, 3rd January, 2014, reservation of seats for such categories of students is applicable for Govt. Engineering & Technology Colleges and State-Aided Universities/University Departments subject to certain pre-conditions such as prior approval of regulatory authorities, creation/availability of infrastructure etc. In the academic session of 2014-15, availability of seats for OBC-A category and OBC-B category would be reflected in the Seat Matrix provided in the website for e-counselling.

For Self-Financing Engineering & Technology Colleges, reservation of seats for such students is not mandatory. However, seats may be made available by willing Institutions, which would be reflected in the Seat Matrix provided in the website for e-counselling.

Note: For the categories under 3.1, 3.2 and 3.3, marks of the qualifying examinations will be 5% less than the General Category of Students.

3.4 Availability of seats for students under Defence Quota:

Altogether 12 (twelve) seats in Engineering & Technology Colleges are available on supernumerary basis under this quota. Particulars of such seats, along with the procedure for availing such seats have been specified
in the Information Brochure of the West Bengal Joint Entrance Examination-2014 vide Clause No. 7.6, page No. 16.

Allotment of seats under this category shall be made by the West Bengal Joint Entrance Examinations Board based on interse merit of applicants as per the procedure given in the said Information Brochure.

This category is outside the purview of the e-Counselling-2014.

3.5 Availability of seats for Minority Students:

For Minority Seats, admission shall be made in terms of G.O. No. 110-Edn (T) dated 07.03.2014. Five (05) AICTE approved Minority Professional/Technical Colleges (accorded Minority status by competent Authority) of this State under the Association of Minority Professional Academic Institutes (AMPAI) have conducted a separate common Entrance Examination (CEE-AMPAI-2014) for admission to 50% of approved seats in Engineering and Pharmacy course in the said 5 colleges.

The remaining 50% of the approved seats of the said five (05) colleges would be filled up by the WBJEEB through e-counselling in addition to any seat meant for admission by the Association that remain unfilled/ vacant, and which are surrendered for filling up through e-counselling by WBJEEB.

4.0 The Seat Matrix-2014:

The discipline-wise and Institution-wise seat matrix shall be prepared by the Directorate of Technical Education, Govt. of West Bengal based oft the status of approval and affiliation of seats for the academic session 2014-15 by the relevant authorities, with due concurrence from the State Govt. in the Higher Education Department.

The particulars of the availability of seats, discipline-wise as well as Institution-wise shall be available on the website of the West Bengal Joint Entrance Examinations Board for e-counselling process, including the unfilled/ vacant seats surrendered by the five (05) institutions under the Association of Minority
Professional Academic Institutes (AMPAI) after their separate counselling is over.

5.0 Procedure for admission of students in Degree-level Engineering, Technology, Architecture as well as Pharmacy courses in the academic session 2014-15 through e-counselling under WBJEEB:

5.1 On-Line Admission Process (e-counselling)

WBJEEB has been entrusted to conduct the entire e-counselling, allotment and admission (i.e. e-admission) process.

The Board will devise a schedule of dates accordingly, so as to complete the e-counselling process not later than 31st July, 2014.

5.1.1 There will be three rounds of counselling and allotment of seats. After physical reporting at the end of the third round, the e-counselling will be completed and a seat vacancy report will be generated.

5.1.2 Vacant Seals under any of the reserved categories i.e. SC. ST, OBC-A and OBC-B and PwD applicable for candidates merit-listed in the State Common Entrance Examination-2014 (i.e. WBJEEM-2014) as well as seats reserved for candidates for allotment through the merit list of the All India Entrance Examination-2014 (i.e. JEE-MAIN-2014) shall he accordingly converted to the unreserved category after the 2r-t!round of counselling and during the 3rd round of allotment. Those vacant seats shall be treated as unreserved category of seats and be accordingly offered for allotment in the third round of e-counselling.

5.1.3 Vacant Seats under the TFW category shall not be converted to general/unreserved category as per AICTE’s guidelines. Such vacant seats shall nor. lie offered for further allotment.

5.2 Steps for On-Line Admission Process (e-counselling)-2014:

5.2.1 Registration for e-counselling process:

For 4-year Degree-level Engineering and Technology courses including the B.Pharm course in respect of Jadavpur University as well as 5-year dual degree integrated B.Tech-M.Tech. courses in respect of IIEST, Shibpur, candidates merit listed in the West Bengal Joint Entrance Examination-2014 having General Merit Rank (GMR) and eligible for e-counselling as declared by the WBJEEB and/ or candidates merit listed in the All India Joint Entrance Examination-2014 (i.e. JEE MAIN-2014) are eligible to participate in the registration process.

For the 4-year Degree-level Pharmacy Programme in respect of all AICTE approved Pharmacy Colleges (except Jadavpur University) of the State, candidates merit listed in the West Bengal Joint Entrance Examination 2014 having Pharmacy Merit Rank (PMR) and eligible for e-counselling as may be declared by the WBJEEB and/ or candidates merit listed in the All India Joint Entrance Examination-2014 (i.e. JEE Main-2014) are eligible to participate in the registration process.

For the 5-year Degree-level Architecture course (B.Arch) in respect of all AICTE approved institutions, including Jadavpur University as well as IEEST, Shibpur, candidates merit-listed in the West Bengal Joint Entrance Examination 2014 having Engineering Merit I lank (EMU) and eligible for e-counselling as may be declared by WBJEEB with at least 50% marks in aggregate at 10+2 level (for Jadavpur University 60% in Physics. Chemistry and Mathematics also) and having qualified in NATA or such other Aptitude Test as per the guide lines of the Council of Architecture (COA) and/ or candidates merit-listed in the JEE MAIN-2014 Paper-11 (applicable only for Self financing B.Arch course) are eligible to participate in the registration process.

5.2.2 Depositing Counselling Fees as specified in the guidelines. This fee is non-refundable.

5.2.3 Creation of Candidate’s Identity Code and Password.

5.2.4 Choice filling and choice locking.

5.2.5 Allotment of seats after the 1st round of iteration and e-communication to all the participating candidates.

5.2.6 Physical reporting at Reporting Centres – physical verification of the candidate’s documents with respect to the eligibility criteria, deposition of admission fees Rs. 4000/- for TFW Category of students, Rs. 5000/- for students allotted in University/University Departments/Govt. Engineering & Technology Colleges, Rs. 20,000/- for students allotted in self-financing engineering & technology colleges. Exercise option for further up-gradation. (Admission fees is adjustable and refundable only in respect of candidates withdrawing at Reporting Centre in any round of reporting).

5.2.7 2nd round of seat allotment, publication of result and e-communication to candidates.

5.2.8 Physical reporting at Reporting Centres for physical verification of the candidate’s documents with respect to the eligibility criteria and deposition of admission fees for fresh candidates and exercising option for up-gradation for fresh allottees. Candidates provisionally admitted in the 1st round of counselling may be allowed to exercise “no further up-gradation” option.

5.2.09 Generation of report on vacancy status under all reserved categories of seats. Conversion of unfilled/ vacant reserved category seats to unreserved category.

5.2.10 Third round of e-counselling and allotment. Publication of result and e; communication to all the candidates for physical reporting of fresh allottees and final admission of all candidates in the concerned Institutions.

5.2.11 Reporting by all the participating Institution on admission status to WBJEEB.

5.2.12 Generation of Report, on final admission status as well as vacancy status for all participating institution by WBJEEB.

5.2.13 Surrendering: of vacancy (discipline-wise and institution-wise), to the Directorate of Technical Education for de-centralised counselling and admission process.

The dates and detailed procedures related to centralized e-counselling will be announced by WBJEEB.

6.0 Procedure for admission of students in Degree-level Engineering, Technology, Architecture and Pharmacy courses in the academic session 2014-15 through the Decentralised Admission Process:

6.1 Vacant seats, if any. as per list generated by the Board after the entire e-counselling process is over (refer clause 5.2.13 above), may be considered for filling up by the concerned institutions from among the eligible candidates maintaining the following order of merit :

A. For Engineering & Technology

a) Candidates with WB-JEEB- 2014 rank (General Merit Rank)

b) Candidates with JEE-MAIN (Engineering & Technology) – 2014 rank (All India Rank).

c) Candidates with JELET-2014 rank and having passed Diploma Examination from an AICTE approved institution with at least 45% marks (40% in case of candidates belonging to reserved category) in the appropriate branch of Engg./Technology. This is applicable in case of those candidates who had sought Lateral Entry into 2nd year but could not get admission as Lateral Entry seats in 2nd year had got exhausted.

d) Candidates with Engineering Diploma from an AICTE approved institution with at least 45% marks (40% in case of candidates belonging to reserved Category) in appropriate branch of Engg./Tiechnology. This is applicable in case of those candidates who had sought Lateral Entry into year but could not get admission as Lateral Entry seats in 2nd year had got exhausted.

e) B.Sc passed candidates from a recognized University as defined by UGC, with at least 45 marks (40% in case of candidates belonging to reserved category) and passed XII standard with mathematics as a subject. This is applicable in case of those candidates who had sought Lateral Entry into 2nd year but could not get admission as Lateral Entry seats in 2nd year had got exhausted.

Note: Candidates under a) and b), have to fulfill the eligibility criteria as mentioned in clause no. 5 (i.e. 5.1 to 5.4.4, Page 7 to Page 11) of the Information Brochure of the West Bengal Joint Entrance Examination (WBJEEM) – 2014, which is available on the website wbjeeb.nic.in.

B. For Pharmacy

a) Candidates with WBJEEM – 2014 rank (Pharmacy Merit Rank)

b) Candidates with JEE MAIN-2014 rank.

c) Candidates with JELET-2014 (Pharmacy) rank with a Diploma from an AICTE approved institution with at least 45% marks (40% in case of candidates belonging to reserved category) in the appropriate branch. This is applicable in case of those candidates who had nought. lateral Entry into 2″‘1 year but could not get admission as Lateral Entry seats in 2nd year had got exhausted.

d) Candidates with Diploma and Post Diploma in Pharmacy from an AICTE-approved institution with at least 45% marks (40% in case of candidates belonging to reserved category) in Pharmacy. This is applicable in case of those candidates who had sought Lateral Entry into 2nd year but could not get admission as Lateral Entry seats in 2nd year had got exhausted.

Note: Candidates under a) and b) have to fulfil eligibility criteria as mentioned in clause no. 5 (i.e. 5.1 to 5.4.4, Page No. 7 to Page No. 11) of the Information Brochure of the West Bengal Joint Entrance Examination-2014 (WBJEEM-2014) which is available on the website wbjeeb.nic.in.

C. For Architecture

a) Candidates with WBJEEM-2014 rank (General Merit Rank).

b) Candidates with JEE MAIN 2014 Paper II rank.

c) Diploma and Post-Diploma holders in Architectural Assistance ship and Town Planning from an AICTE approved institution.

Note: All the candidates seeking admission to 1st year B.Arch. have to secure 50% marks in the respective qualifying examination as per the guidelines of the Council of Architecture (COA). Candidates under a) and c) have to qualify NATA or such other Aptitude Test. All the remaining eligibility criteria shall be the same as Engineering and Technology as mentioned under category A above.

6.2 For decentralized counselling, the Institutions shall have to follow the procedures mentioned below:

i) After the completion of three rounds of e-counselling the institutions having vacancies in various streams and willing to admit students through Decentralized Counselling, shall declare the list of vacancies. The “Notice” seeking application from eligible candidates has to be posted on their respective Notice Board of the Institute.

ii) Individual institutions shall post the list of applicants with their rank/marks, as applicable, on their website and Not ice Board.

iii) Thereafter, the concerned institutions shall scrutinize all such applications and finalize suitable candidates based on their as per the order and criteria mentioned under clause 6.1 of these guidelines.

iv) Merit list of the students thus prepared for admission into individual institution has to be sent to the WBUT or the concerned University, as the case may be, within seven (07) days of its publication.

v) Thereafter, the respective institutions shall complete the admission process within the time stipulated by the affiliating University so that the candidates are registered with the affiliating University in a time bound manner.

7.0 Management Quota:

Self-financing colleges may admit a maximum of 10% of the affiliated seats under Management Quota from among the WBJEEM-2014 and JEE MAIN-2014 merit-listed/ranked candidates and JEE MAIN-2014 Paper-II (for Architecture) subject to fulfilment of the State eligibility criteria mentioned under clause 5 (i.e. 5.1 to 5.4.4, page 7 to page 11) of the Information Brochure of West Bengal Joint Entrance Examination-2014 (WBJEEM-2014), which is also available in the website: www.wbjeeb.nic.in.

Furthermore, the seats under the Management Quota which remain vacant, maintaining above procedure, may be filled up through decentralized counselling process enumerated under clause 6.1 and 6.2 of this guideline.

The said admission must be completed within the time lines stipulated by the affiliating University so that the candidates are registered with affiliating University in a timely manner.
